- Background/Project Purpose or Justification
It is clear that the main purpose of the initiating the project is facilitates and enhances operations related to Don Char medical services through effective application of the electronic medical service.
This is clearly indicated by the fact that despite the vast growth of the electronic medical operations such as in record keeping it is clear that some of the areas of operations are clearly neglected and needs to be considered to ensure facilitation of the medical care to all.
This is where the electronic medical services has focused on detecting various healthcare problems, defining priorities of healthcare operations, identifying innovation in the healthcare operations and allocation of resources to facilities healthcare operations.
This is where critical issues such as treatment of cancer especially to the minorities such as the aged and the disabled have not been effectively addressed by the electronic medical services.
The project also wants to focus and address the issue of ease of treatment through effective application of the healthcare medical operations at the homecare operations. This is critical basically for the marginalized groups and the aged who fully need to use the platform with ease and convenience to achieve their medical welfare.
Finally, the other purpose of the research is basically to mitigate the high cost of medical operations at the convenience of the society welfare though there is need by the Don Char medical services to acquire its competitive advantage as compared with other medical facilities to ensure global offer of the service.

3. PRODUCT SCOPE DESCRIPTION
The service that is critically developed in this research is basically the electronic service which is critical in achieving the goals and strategies of Don Char medical facilities.
This is where the facility through the created service will increase the returns of the medical facility in the context of ensuring that our goals and strategies are achieved.
It is also clear that through the created service the medical care will achieve and be in line with its millennium goals of ensuring that medical care is offered to all groups with ease and effectiveness in the 21st century.
It is also clear that the service will develop and leads to the achievement of the company goal based on treatment of cancer basically for the aged and the minorities with safer and credible methodologies to enhance their health and prolonging their lives as compared with the current methods.Electronic service quality in medical care is a crucial item in the successful delivery of services in the health sector. With the rise of the electronic era in medical services, there has been a rise in the inefficiency due to poor quality in terms of the software and the hardware that is involved thereby becoming a limiting factor in the provision of quality medical care services in Don Char Medical care.
The main focus of Don Char Medical care being the cancer patients from the disadvantaged group the application of quality electronic services is a big challenge. There are several limitations to implement this which entail the high cost which is incurred through putting up the infrastructure to support the operations of the Electronic services in the medical care, the whole restructuring process of the operations in order to ensure that the new systems fit the necessary requirement for efficiency is also a big hindrance to the process (Bonjer et al, 2015).

Home care providers are a key element in the provision of quality electronic services in the medical care, they are tasked with the primary duty of linking up the patients who normally consists of the aged and the minority in the society through a software that controls the information accessible from the Don Char Medical Care, therefore, they are crucial in ensuring that the patients get the best out of the systems thus a success factor.
The provision of quality electronic services has had a lot of impact on the home care providers through making it easy to coordinate with the staff to the Don Char Medical Care Facility in ensuring that the primary goal of the medical program of the cancer patients is achieved. This also helps greatly in reducing the time wasted on trying to check out the patient's records through the use of the electronic record keeping (Wain et al, 2017).
The home providers are able to enjoy efficient operations in their duty in the provision of the best services to their patients, this mainly through the improved level of accuracy in both the diagnosis and treatment as they are the basis of cancer treatment which if there is no high level of accuracy would result in misdiagnosis which adversely affects the cancer patient's recovery program.
