Introduction

Drug and substance abuse is increasingly affecting young underage children. Some children and the age of 18 years have been previously affected by these scenarios. Though, South East Texas on Council on Drug Abuse (SETCADA) has made some efforts to reduce this vice, but young people are still noted to fall into the trap of drug abuse (M Galanter, 2014). The efforts of SETCADA can be supplemented by having research based programs to reduce drug abuse among the youth. Scientists have come up with a wide range of programs which positively affect the balance between risk and factors protecting families, schools and the community. The purpose of this paper is therefore to explore strategic goals affecting globalization and develop strategies for implementing the goals.

Strategic goals

Strategic goals should be developed to reduce underage drug and substance abuse. These strategic goals include, developing and passing appropriate information on drugs including short-term and long-term goals of drug abuse. The second strategy can be developing programs based on behavioral theories, skills and knowhow risks including protective factors. The third goals should be laying emphasis on education which is normative to reinforce on the awareness of most adolescents to avoid using alcohol and other drugs (A Kolodny, 2015). These strategic goals should be refined and applied to reduce cases of drug abuse among the youth.

For these goals to be successful, all countries should work together to incorporate them and minimize drug abuse. Therefore, these goals will have an impact globally since several organizations would be coordinating to realize a success. For instance, SETCADA, National Institutes on Health (NIH), Substance Abuse and Mental Health Services Administration (SAMHSA) should coordinate so as to end the drug abuse vice globally. The cooperation of these different agencies will therefore play a role of linking global communications and cooperation.

Coordination of different types of global agencies will play a role of sharing new ideas just as a bench mark to improve the skills on each other’s strategies to minimize drug abuse. Therefore, creating these alliances in an attempt to reduce drug abuse will positively affect all the involved organization on the strategies to reduce the vice in their respective countries.

Strategies for implementing the goals

For we to realize a success in our objective, we have to implement these goals strategically. This means that we have to target the most affected group and in a strategic manner (ND Volkow, 2014). For instance, the strategy of passing appropriate information to the youth and adolescents should be strategically approached. Information should be passed through teachers in schools since most of this aged youth are still learning. They can further be passed through media and social media sites to create awareness. Therefore, they can be passed through the word of mouth or electronically. On the second strategy of developing programs to the youth should be approached strategically. It can be met through seminars, meetings with youths and public rallies. These will strategically target what youths like the most for instance attending public rallies and seminars with their mates. The third strategy of laying emphasis on normative education will also play a role to reduce alcohol abuse among the youth. This is done to educate the youth on their norms what they are required to do as youths. This can easily be solved both at home and in school.

Accountability issues

Global agencies should be accountable and play a role to ensure that all these strategic goals are met. The global agencies such SETCADA, NIH and SAMHSA should be plan the execution of the strategic plan. These agencies can achieve this through co-ordination and educating the affected groups how to carry on the counseling. For instance, it can advise teachers and parents how to handle their children at different levels. Therefore, employees of these organizations should be kept on track by having goals set for them to achieve. For instance, SETCADA can set the minimum number of seminars each of their employee should have held with the youth over a period of one month.

On the other hand, clients and stakeholders are too held with some responsibilities to ensure that this operation becomes successful. Parents and the general society have a role to detect behavior change in their youths and try to change it before it develops more. On the other hand, the clients, who are the target group, are tasked with a responsibility of attending the public rallies and seminars when they are called to. Therefore, to ensure accountability of the clients, the stakeholders who are for this case parents and the general society are tasked with a role of constantly advising youths on dangers of alcohol abuse and possible ways they can avoid it.

Conclusion

In conclusion, to achieve these strategic goals of passing information on drug abuse, developing programs and emphasizing normative education, the strategies should be strategically carried out (Adminstration, 2016). The programs and teachings should be done in strategic ways and strategic places. At times peers can be used to advice their fellows on dangers of drug abuse. The organizations fighting drug abuse should too come together and focus on the common goal on ending issues of drug abuse among the youth in the world. Each party is given a role to play so as to ensure that the process becomes successful. Parents, schools and society can play a primary role to counsel the youth on impacts of drug abuse.
