What were the basic arguments articulated by each in their contributions to the development of Classical Organizational Theory?

Living in Tampa, Hillsborough County, Florida. We have seen a tremendous amount of growth over the past several years. Not a day goes by when I drive by an area and think, “Wow I remember when there were just trees there.” With that being said, we have also seen the development of many different Economic Development Programs within our county, many of which I will go over for my case study.  

One interesting program that I found was one that aimed to get more individuals, into manufacturing jobs such as welding. Manufacturing is a growing business in Hillsborough County that it has become very widely known that there is a lack of skilled workers to fill the positions needed for these manufacturing plants to operate and produce the products at hand. The Economic Development Committee helped for the Manufacturing Alliance of Hillsborough County in 2016 to help address the problem at hand. This alliance committee was enacted to help ensure that there are enough skilled and qualified individuals to fill all of these local manufacturing jobs that are coming to the greater Tampa Bay Area. This alliance committee is focused on educating those in the committee about the job training and apprenticeship programs that are available for them directly out of high school instead of going the collegiate route. They in turn then work with different companies to place the students that show significant interest into internships and to help them find the funding needed to receive the training to fulfil these manufacturing positions. The Alliance also focuses on the fact that manufacturing jobs are not like they were 50 years ago. There is a new face to manufacturing, and they are focused on educating those of the positive career benefits that a job like this can have for an individual. (2017) 

The great benefit of a program such as this is the fact that we are able to keep more individuals in the Tampa Bay Area. They stay in the area, then also live, and play in the area as well. Their income in turn goes back into our economy which gives other organizations the ability to continue to flourish. The manufacturing jobs in the Tampa Bay Area are well paying jobs. From my own experience with colleagues, welders can often times make over $60,000 after they graduate with their welding certificate.  

The Alliance group has begun to work with government officials throughout the area along with different educational institutions to share this “pro-manufacturing” message. Hillsborough County is spending over $1,000,000 to help the Alliance with their mission and educating citizens about the opportunities and career that could be within arm's reach. The county has begun to fund the equipment at some of the high schools so that students may have the opportunity to learn and have these manufacturing skills upcoming graduation and be able to step right into a career. In addition, they are also paying for 40-week internships with different organizations. They are really focused on giving anyone who wants it the opportunity to have a career in different types of Manufactuing, no matter where they came from economically. (2017) 

I believe as we begin to see Tampa continue to grow with the state population increasing at startling rates, we will also see the addition of different types of Alliance programs such as this to focus on bringing awareness of industries that student coming out of high school may not have thought of elsewise. Moving forward, as our economy continues to grow, I believe we will see the increase of public-private partnerships to bring awareness of various sorts.

The new governor of Tennessee, Bill Lee, has made rural economic development a top priority for his policy goals. Riding off the back of the bill proposed and signed by the previous administration, Governor Lee directed his administration to start implementing the approved legislation throughout the state. Specifically, in the city of Nashville, there have been recent economic developments in the surrounding metro area. According to an article in the Nashville Post, “Officials at the Tennessee Department of Economic and Community Development this week said they will spend more than $5 million in 13 communities, three of them on the fringes of Greater Nashville, to move forward infrastructure work aimed at landing large projects.” These projects in the greater Nashville area are focused on the purchasing of large swaths of land to begin the development of roads and business parks to attract employers to locate there. 

An article written by the World Bank discusses the impact that the mere construction of roads has on a local economy. Claudia Berg explains that “Roads are the arteries through which the economy pulses. By linking producers to markets, workers to jobs, students to school, and the sick to hospitals, roads are vital to any development agenda.” The creation of infrastructure facilitates economic growth in this way. By providing the space for businesses to grow in size and scope, or to move to states (such as Tennessee) where the economic incentives are more attractive than other locals in the nation, it gives those companies the ability to become kinetic on their desires to expand in the ways that they need. Developed land and the ability to travel to and from with ease provides massive economic benefit. 

Specifically in Nashville where it has been growing in population at a rate of 100 people per day, has started to run out of developed land for homes and businesses. By purchasing large swaths of land near the city to develop infrastructure allows those who desire to make the move of their family or business to Nashville to do just that. The economic incentives, such as no income tax, that Tennessee employs is attractive for many families and businesses. Recently it was announced that the major asset management firm AllianceBernstein was making the move from New York City to Nashville because of the economic incentives that Tennessee has. AllianceBernstine is just one example of a company making the move to Tennessee, along with Amazon choosing the city to build a massive operations center. However, if there is no room for companies to make the move, then they won't. There must be reasonable opportunity and space for a company to move or grow for them to do so.

InTexas, where I am from, there are many different avenues for economic growth. One example of an economic development project can be seen in the city of Houston Hermann Park Conservancy / McGovern Centennial Gardens  project

In 1920, over two hundred live oak trees were planted along what is now Cambridge drive in honor of Houston soldiers who had died in World War I. A century later, Hermann Park’s oak canopy has become one of the Park’s most iconic features, providing a picturesque, shady retreat for runners, walkers, and joggers.

 In 2008, Hermann Park Conservancy upgraded the tracks, the trains, and created new train stops, including the M.D. Anderson Train stop, the Sunset stop, and the stop at the corner of Cambridge and Fannin. According to Planning Local Economic Development Nancey Green Leigh and Edward Blakely, the “planning of local economic development is a process meant to deliver a product” (Leigh & Blakely, 2017, 131), and sometimes that product may simply be the “increased opportunity for personal fulfillment” (Leigh & Blakely, 2017, 131). In 2014, Hermann Park Conservancy transformed the former Houston Garden Center site into the eight-acre McGovern Centennial Gardens. The Gardens were custom-made for Hermann Park and add a new dimension to Houston’s garden attractions. Visitors can explore a variety of themed garden rooms arranged situated along a spacious central lawn, the Centennial Green, and are home to more than 490 new trees of over 50 species, 760 hedge shrubs, 55,000 perennial bulbs, 650 azaleas and 4.5 acres of grass. 

McGovern Centennial Gardens is a new public garden in Hermann Park that was developed by the Hermann Park Conservancy. The public-private project culminates the Conservancy’s 20 year redevelopment with a carefully curated 15-acre site that provides a unique visual experience with educational opportunities including edible gardening and healthy eating classes in collaboration with community organizations. Adjacent to well-established Houston destinations and the Museum District, the Gardens provide a multi-sensory experience for Hermann Park visitors by successfully creating pedestrian and visual connectivity between the park and its surrounding environment.

Based off of my understanding of “Collaborative Stewardship demands concern for outcomes, tangible indicators of quality of life experienced within a jurisdiction” (McDonald 2019, 16). Without certain outcomes for quality and growth, community development will not permeate.  This is why accountability is so important: through collaborative stewardship, those wishing to impose community economic development must be monitored for “the best interest of the residents of the community” (McDonald 2019, 7
