Situation

Your are a project manager of a construction-management group. The current policy in your company states that employees must pass a drug-screening test before being hired. After that there are no tests.

Recently, a number of clients have strongly suggested they should have a random drug-screening policy for all employees. They argue that daily risks to life and property are so high that random testing, without warning, becomes a necessity.

After considerable thought about employees’ objections to random drug testing, you decide to implement the policy starting next month.
