Introduction

A strategic plan is a roadmap that positions an organization to address its challenges, capitalize on available opportunities and provide good leadership that has positive results. It sets out specific goals that needs to be achieved and provides guidelines on how to achieve them. In addition, it coordinates different units within an organization to align them with common goals and objectives. The overall goal of this strategic plan is to shape the identity of Woke field Police Department into the future by developing specific strategies to accomplish key objectives which are a roadmap to attainment of Woke field Police Department mission.

Problem Identification

The main problem affecting the city of Oakland, CA is high crime rate which has been indirectly caused by reduced employee morale in the Woke field Police Department. Employee morale reduced due to lack of forfeitures and grants which resulted in limited personal benefits. It is worth noting that lack of forfeitures and grants is associated with a decrease in office productivity. There instead of having a reduced morale to work when denied forfeiture, officers out to understands why they were denied forfeitures, and work on their productivity so that they can get it in the coming years. My proposed plan is to educate officers and remind them of Woke field Police Department mission, values and culture.

Mission, Values and Organizational Culture

Woke field Police Department is committed to protection of Woke field citizens and provision of exemplary policing services through reduction and early detection of crime. It is an institution of concerned professionals who offer services in a sensitive, caring and empathetic manner. The institution encourages positivity while protecting property and life throughout the city of Woke field.

Operations and practices of Woke field Police Department are guided by key organizational values which include; Accountability, teamwork and community, ethical and honest behavior, fair and equal treatment, and leadership and clear direction. Ethical and honest behavior is a precursor to all other values. Police employees should act in an ethical and honest manner so as to gain public trust and succeed in their daily endeavors. All police employees should be accountable to their activities and decisions. Accountability emphasize on the need to communicate and adhere to single set of rules. This ensures that all employees, regardless of their ranks are bound by same standards. Employees should be subjected to fair and equal treatment, which is reflected during performance evaluation, employee recognition, promotional process, disciplinary matters and remuneration. Teamwork is an important element of Woke field Police Department organizational culture as it ensures unity and corporation which has a positive impact on quality of work, internal morale and public image.

Goals of the Proposed Plan

The objectives of this proposed plan are to:

  • Reduce crime

  • Align the organizational structure to meet service demands

  • Promote professionalism, organizational productivity, and leadership

  • Improve responsiveness to employee needs and the community at large.

Resources for Implementation

Reducing crime rate in Oakland, CA is a top priority as it the main role of the police department. Crime rate has tremendously increased due to low employee morale in the past. To curb this, the police department needs to apply effective strategies to enforce and prevent crime. The unit should be vigilant and incorporate other city organs in the fight against crime as stipulated by its value of teamwork and community. In addition, the department should enhance community policing and increase safety awareness.

Woke field Police should review its organizational structure to make better use of available resources and be the change in the community. The institution should strive to be a full operational police organization with capacity, attitude, foresight and personnel to deliver high quality services. This should be achieved through improving police facilities and deploy equipment that are technologically updated to enhance efficiency and safety.

The police department should improve their response time as it is the basis for coordination, cooperation and collaboration with the community or other city organs. Effective communication between concerned stakeholders should be enforced as it is the key to responsiveness In addition, the department should broaden their outreach and communication to diverse cultures to ensure that the entire community is covered based on their need.

Finally, police work is a calling since it is all about service delivery to general public. The quality of service offered is determined by factors such as attitude, talent, and employee commitment. Therefore, the department should enhance leadership training to attract and retain appropriate talent, that is needed for current operations and future leadership. The unit should pay keen attention on mentoring, career development and employee communication skills as well as internal flow of communication as they are vital variables in promoting professionalism and organizational excellence.

Potential Challenges on Implementation

The implementation process is likely to suffer due to lack of sufficient resources. Key programs such as community policing, advancing technology, leadership training and safety awareness programs need a huge capital base and manpower which the police department is lacking. In addition, the community may not welcome the outreach programs due to diverse cultural differences and attitudes which may hinder the agenda of the department.

Future Projections

If the plan is followed to the letter, employees will realize their calling which will make them committed to their duty. In addition, the community will build trust in the police department due to their ethical and honest behavior. Effective communication will unite the community and police which will help in enhancing their responsiveness, crime prevention and source of intelligence. At the end, Oakland, CA, will be a safe place to stay and a proud place to be associated with.
