EMA Workbench can be used to create a Smart City policy; these are done with the use of the detailed list of the innovations, Deep uncertainty the two primary evolutions that are implemented in the following areas.

  1. Traffic light placement

The use of the simple system with deep uncertainties. That can assist in the implementation of the traffic light, especially in emergencies services. The purpose of the devices such as android technology that will be able to communicate with the traffic lights in the smart city, and will allow the driver to be able to have control over them in an aim to optimize the response time in emergencies situations (Ta-Shma et al., 2017).

  1. Surveillance camera coverage

The use of the model-based integrated decision support system in the smart city, whereby the implementation of the Information and Communication Technology to improve the efficiency by monitoring citizen through the strategically placed sensor which can be able to collect as many data. Depending on the different factors in urban living, they will be able to collect data and be able to transmit them. The government will be able to aggrade and analyse them to give certain information these will be able to prevent crimes and will enable the government to tailor their services to the people well (Zhang et al., 2017).

however the ICT use technologies in the smart cities can be used by IP-CCTV system designer to be able to create network of CCTV that can operate in across the corporate networks and be able to span across the city also the public network is enabled to be able to traverse and use CCTV anywhere on the earth in the regions where the smart city infrastructure has been set up or installed these provide for the economies of scale that has never been seen by the designer of the surveillance systems
