Sir Robert Peel, with the vision of an effective and solid police force, created the Nine Principles of Policing. These principles had the purpose of providing a mission statement for police officers to adhere at all times. These principles are: “(1) to prevent crime and maintain order, (2) to be contingent in the trust of the public to perform their duties, (3) to achieve voluntary obedience to the law in the community, (4) to be firm and adhere at all times to the law, preserving objectivity and avoiding the temptation to be influenced by public opinion, (5) to recognize that more cooperation within the community, less need to use force in obeying the law, (6) to maintain an effective, positive relationship with the public by providing unprejudiced and free law enforcement services, and not submitting to the crazes of the public; and respect all citizens without prejudice of social or economic status, (7) to avoid as much as possible the use of force and physical control and if necessary, to be used as a last resort, (8) to remind themselves that they form part of the members of the public and their purpose is strictly to serve and protect, and (9) to recognize that the absence of criminal conduct and violations of the law is what makes the police force effective.”
