TVOntario is a prestigious organization formed in 1970 to deliver education to the general public. That was the time when television was considered as the highest technology in the world, and the individuals found this platform much convenient to gain education and improve their expertise. However, the time had changed now, and the digitalization of the world had led towards the introduction of various technological features in the world, including the internet, social media, etc. Now, due to the same reason, various problems are there for TVOntario amongst which the first one is missing of appropriate technological atmosphere for harnessing such changes. Secondly, the TVO does not possess such a workforce to understand and implement these technological changes in a proper manner. Moreover, the TVO is operating majorly over the funding of government and donors and interest of both stakeholders had reduced over the TVO as it continues to operate with old methods. Therefore, the financial burdens are also creating a nightmare for the TVO.

Following careful analysis of the problems being experienced by the TVOntario at the current time, I am pleased to submit a proposal in the attachment addressing the problems being experienced by TVOntario. The proposal provides complete information regarding the objectives, scope, purpose, and anticipated benefits of the study.   1. Introduction

TVOntario was created in 1970 as a part of technological advancement for the education system of the general public. The television was the highest technology at that time. The objective of TVO was to provide appropriate support to the government for providing education to the society consisting of all ages (Kozolanka, 2001). Its spectrum enhanced concerning time, including other factors like drama programming, documentary, and current affairs. The government support and donations were fulfilling the TVO financial requirements as compared to the private channels where commercial advertisements were playing the role of sponsors (Pilieci, 2017). Despite reaching 83% audience in Ontario up till 2012, the social behavior of the audience started changing, and they shifted towards non-conventional channels (CBC, 2017). Such changes compelled the TVO to undertake various changes in its business structure for meeting the new requirements of the time to operate in a similarly efficient manner.

  1. Background and Understanding of the problem

Background

  • TVOntario started its operations in 1970, and it managed to provide adequate support to the Ontario government for providing quality education and entertainment to the society of Ontario. However, various factors started to change in recent times, lessening the performance and capabilities of TVOntario to operate efficiently and fulfill the purpose desired from its side (Bresge, 2018). 

  • The first factor in this regard is the availability of limited space for harnessing technological advances even though it could have improved the value proposition of the organization. The technological advancements are creating massive disruptions in almost every industry, and the only way available to the TVO for overcoming these disruptions is to improve their learning mechanism (Kauppila, 2012). 

  • TVO needs to ensure the hiring of new individuals in the market who positively understands the digital world with the capability of saving the company from collapsing. Another factor creating trouble for the TVO was an official change in the policy due to the varying political atmosphere in Ontario (Parson & Lemire, 2009). 

  • The government currently empowered in Ontario believes that the TVO must reduce its burden or reliance on government grants. For the same reason, they also cut the annual budget of the company by about CA$15.3 billion, making it more difficult for them to continue their operations with the same effectiveness (Sagan, 2019). 

  • Another factor creating a problem for the TVO is reduced support from the donors. The donors are now switching towards other causes for benefitting the society as they are not satisfied with the current performance of TVO that is majorly using the same old practices even in the digital world where the companies are positively progressing towards the future (Parsons & Lemire, 2009).

  • It is essential to mention that the high-quality picture and sound are the critical factors determining the characteristics of digital broadcasting. However, TVO had been using analog broadcaster for about three decades, and it does not own a proper digital infrastructure to operate effectively in the modern world (Stern & Hall, 2010).

  • The conversion to digital broadcasting will not only support the company in reducing its cost of distribution, but the company will also be able to achieve economies of scale, reducing its dependency over the government grants (Walker, 2010). At the same time, the focus of TVO over the provision of public education programs will also improve in a substantial manner benefitting the company in competing with local news and entertainment programs to maintain its television rating points (Smith, 2016).

Understanding of the Problem

If the overall problem is to state in simpler words, then TVO is an old company with an excellent record of proper operations. However, as the world is changing at a rapid pace shifting progressively towards the digital environment, the company lacks proper infrastructure and finance for ensuring its transformation (Smith, 2016). The same deficit of the company is also influencing its capability to maintain its operational effectiveness because most of the TVO users are switching towards non-conventional aspects (Sagan, 2019). If the situation continues to go in the same way and TVO does not take any proper action at the current time, then the government might shut down TVO or sells it to any private owner depriving the society of a quality educational system (Parson & Lemire, 2009). Therefore, it is high time for the TVO to identify all of the discrepancies existing in the system to develop better strategies for coping up the same and once again standing over its own feet.

Purpose

The primary purpose of the study is the identification of the appropriate strategies or capabilities available to the company for overcoming this drastic situation positively. The study needs to identify the changes required in the delivery system of the company in terms of education for maintaining the interest of the society in a positive manner (Kauppila, 2012). Moreover, it is also imperative to identify the new factors that need to be included in TVO for meeting their recent demands as per the changing environment. The study also needs to identify the required approach of the company towards its employees for exploiting their potential at maximum to achieve desired results positively (Bresge, 2018). The study also needs to explore the path by which the company will be able to transform its business operations from analog or conventional channels to digital channels for ensuring the meeting of requirements of the current generation (CBC, 2017). The study also needs to identify the aspects by which the company could generate some revenue reducing its complete dependency over the government grants. The company needs to address the concerns of the government agencies at the current time as their issue might rise again at any time, negatively influencing the organization (Parsons & Lemire, 209). The study also needs to propose various solutions or programs to the company for including them as a part of their business strategy to continue operation suitably.

  • There are mainly two methods available for carrying out the study including qualitative and quantitative analysis.

  • The major drawback of quantitative analysis is that it collects the data and interprets the same in numerical form only (Smyth, 2016). It measures the consequences of any particular event. Therefore, it is not a suitable approach for the study.

  • The study will be making use of a qualitative method for the project as it will benefit in carrying out a detailed analysis of the subject matter to reach some suitable justifications. It will also deliver richer data benefitting in investigating the complex issue (Fletcher, 2016).

  • The study will be making use of both primary and secondary data collection methods for interpreting as a part of this approach.

  • As a part of primary data, the researcher will be carrying out interviews with some of the employees working at TVO for gaining their perspective towards the required changes in the TVO (Smyth, 2016).

  • The expected benefits of the study indicate that the TVO will be able to devise an effective innovation strategy for introducing digital education in its classroom and outsides for providing effective teaching to the students for gaining the desired excellency (Parsons & Lemire, 2009).

  • TVO will be able to introduce more quality aspects like current affairs as a part of its curriculum to improve citizen engagement positively. TVO will also be able to empower its employees positively for exploiting their potential at maximum (Kauppila, 2012).

  • TVO will be able to undertake potential transformation in its workplace embracing the change positively.

  • TVO will be certainly able to address all the concerns of government agencies to operate efficiently (Bresge, 2018).

  • TVO will be able to reduce its dependency over the donors.

  • Finally, TVO will be able to provide a fresh look to its products and services enhancing its chances to continue to operate efficiently while competing the local companies in a great manner.

There will two documents finally submitted as a part of project including

  • Performance Management report of 75 -100 pages explaining the problems being experienced by TVO in detail along with proper strategies for combating the same issues in order to gain previous position back in the country

  • Power Point Presentation highlighting the recommendations and findings of the study.

  1. Conclusion

Overall, TVO has been operating efficiently since its formation; however, the social changes of the individuals had changed massively in recent times creating various implications for TVO. It will become history if it continues to operate in the same manner. It is the high time for the company to overcome all of its hurdles to continue its smooth operations. This study will benefit the TVO in identifying all of its hurdles along with the possible strategies to overcome the same.
