  1. Defining Goals

Phone Systems, Inc. is to open up a new location in India, in order to accomplish this, one branch in the United States will have to be closed. The president of the board made the statement “sometimes profits come before personnel.” The core issue at hand is how to determine which location in the United States is to be closed down in order to open the India branch. One way members of the board attempted to resolve this conflict was to hold a meeting where they discussed the pros and cons of all the United States locations and attempt to determine which branch would be the ‘best’ of the four to close down. Due to lack of open communication, board members were unable to come to a consensus. It would be foolish to close the NY branch because it is the company’s global headquarters. The TX branch is considered the “cash cow” of the company and is functioning on the highest level of efficiency and is also the company’s lowest cost facility. The FL branch is the newest branch is also functioning at a very low cost and high efficiency. The last branch, the MN branch has suffered three downsizings in the past decade, while it did receive a grant from the state, it has the lowest number of employees and is not said to be functioning on the level of the other branches.

Stakeholders at risk or involved in this conflict are plant managers, controllers, human resource employees, as well as lower level employees – each United States branch employs well over 200 workers, some over 400 workers. The ideal outcome would be to make a sound and profitable decision to close the branch with the least number of workers employed, as well as the branch that seems to be performing at a lower level than the rest of the US branches.
