EXECUTIVE SUMMARY

Due to the 7% budget cuts the police department must make, we should investigate making cuts in the Detectives department. There are no mandatory staffing requirements and the department could save money on those salaries. Have less detectives patrolling the streets and put them in designated task forces. There can also be a cut in the forensics department since there only needs to be 9 scientists for the lab to function. There are currently 10 scientists working in the lab. There are a lot of monies being paid out in overtime.

In order to cut overtime in half and possibly entirely, we would need to hire more police officers. There are currently 9 vacancies in officers alone, 5 in the patrol unit. Hiring more bodies will decrease the amount of money that is being paid out in overtime. There is still 10% of land that could be utilized for housing development. The more houses the city builds, the more people it will bring into the community. Creating more jobs and housing will boost the economy of the city.

     b. Where can we minimize without jeopardizing the mission statement?

     c. Ability to suspend few programs temporarily

      d. Cutting back on the overtime

2. Programs and expenses subject to suspension and downsize

     a.    Less overtime by switching officers to 8-hour shifts

     b.    Suspend training for career development and school tuition refunds

     c.     Uniform allowance

     d.     Lieutenants and captains to cover shifts in case of call outs.

     e.     Increase the use of Auxiliary police officers minimizing overtime

      a.     Possible low morale among police officers

      b.     Lack of training and career development

      c.     Officers get to keep their jobs

III.      Explanation of proposal strategy

           1. How to minimize overtime

a.     Auxiliary officer is volunteer (No cost)      

     b.     Lieutenant & Captains pulling shift coverage for sick leave

                    c.     Officers working 8 hours shift opposed to 12 hours for 40 hours/wk


            2. How to ensure the police force maintains its mission

                      a.      Meeting with officers to ensure the adjustments are necessary.

                      b.      Explain the necessary steps taken and why


Travel and lodging expenses could be cut by creating trainings in the same place where people work or rent a space in the community buildings. Recruitment should take place in the same county so travel cost could be avoided. Holiday pay could get switched to an extra time off. Shift differential could be taken away so there will be more money saved for the most important projects. Clothing allowance should be limited to 3 uniforms per officers besides 5. Civilian positions could be reduced. Record Divisions could get just 10 employees besides 20. Also, crime lab position could be reduced to a minimum requirement.
