What are they?
How do they impact the budget?

As we engage in the conversation on the content of a budget, there should be similar themes in a budget structure and therefore identifying some of the key funds should be simple. I have provided a link to the Urban Institute (Links to an external site.), in which budget revenue and expenditures are highlighted. As you analyze the general funds that make up the revenue for states and compare them to those funds that make up the local government, note the differences or similarities (for example: state government receives a greater percentage of sales tax than local government or the significance of spending for healthcare and law enforcement on a local versus state level).

A compelling story


An Executive Summary is a brief but pointed component of the budget proposal. Often in a grant, you will find the Executive Summary is a letter from a leading public official attesting to their support of the program. In a city or state budget, the summary is the place where spending is explained to ensure the public is aware of the vision and mission of the officials entrusted with public funds. Please read Menifield’s section on “Reading a Budget” which can be found on page 8 of your textbook.

To begin this assignment, think about a program you strongly believe in or resources your department needs and is lacking; you need to tell the story (Executive Summary) that compels leadership to garner support. Then, locate an executive summary, does it say what you need it to say for you to enable a clear vision of an issue? How would you improve upon the executive summary? Which portions of the executive summary do you like, which do you not like? What do you envision your executive summary to look like?

Every one of us is impacted by a budget in some way every day. How do these budgets affect you and those around you? In your specific organization, who has a vested interest in the budget? How do they impact budgeting decisions?
