MEMORANDUM

TO: SUSAN SMITH, HUMAN RESOUCE MANAGEMENT

FROM: FRANCISCO SERRANO, HUMAN RESOUCE SPECIALIST

DATE: July 1, 2020

SUBJECT: Affirmative Employment Program

Ms. Smith: Mr. Serrano, it was brought to my attention that many staff members felt uncomfortable after watching the educational presentation about the drag queen and drag king history. I understand that the history of the Lesbian, Gay, Bisexual, & Transgender (LGBT) community is important for our organization because our diversity is what makes us different and strong. Additionally, I know that this program was an Executive Order 11246 from our president. Furthermore, some staff members felt that some of the materials presented were not appropriate according to their believes. I would like for you to assist me in responding to their concerns in order to continue to have a safe and friendly environment. I believe you have plenty of information to share and to inform our staff members of the LGBT history. Sharing such information may help them understand more about it. I know that we are not here to make them be part of it, but rather educate them about the subject. Let me know when you are available to sit down and write some notes.

Mr. Serrano: Ms. Smith, I would like to start by saying that I am really sorry for putting you on the spot. It was not the intention of the Affirmative Employment Program (AEP) to make anybody uncomfortable, and much less to put you in this situation. Please accept our apologies. The purpose of the AEP is to educate our staff members about each and every program. As you already know, the AEP currently has the Hispanic Heritage, Federal Women’s Program, Black Affairs Program, Asian Pacific Islander and Native America Program (APINA), and the LGBT Program. Each program was created with the idea of promoting diversity within the organization. The goal of the program is to educate our staff with as much information as possible. Unfortunately, the program can not change the past we can learn from it, and that is the purpose of the AEP. Even though the AEP is not mandate by law from the Federal government, they are Executive Orders by the President of the United States. However, the AEP does fall under the umbrella of the Equal Employment Opportunity Commission (EEOC). The EEOC are set of laws that protect a protected group from been discriminated from jobs; therefore, the AEP was created to assist employers in promoting diversity and teach others about the history of other cultures.
