The aim of this chapter is to give foundations of strategy implementation and particular methods as well as to investigate five approach implementation cases through a comparative analysis (van den Braak & Choenni, 2018).

The United States and China have historically taken different approaches to strategy making in the energy sector, partly because they have different necessities and priorities and partly because they have different frameworks of government (van den Braak & Choenni, 2018).

In any case, along with the current achievements in energy strategy implementation, Azerbaijan needs to defeat many obstacles that hinder the improvement of energy productivity in the energy sector. Still relatively uncompetitive condition and insufficient investments are the aftereffects of the existing structure of the energy sector, which is marked by a low level of private sector involvement (Lachana & Charalabidis, 2018). This happens because just a handful of major energy operating companies dominate the energy sector in the nation. All of them are State-possessed and vertically integrated with full syndication in energy creation and gracefully (Lachana & Charalabidis, 2018).
