When it comes to innovation-driven growth, cloud storage and big data are key. As a strategy that will facilitate industrial restructuring and upgrading, this definition is essential. Therefore, an informed, efficient and stable work climate is essential for the creation of big data and cloud computing ecosystems built on this information (Zhao et al., 2017). With this in mind, to illustrate the distribution of the best talents internationally, the three-step methodology comes in lace.

The Three F method relies on the brain index estimation to analyze the country's top higher skill introduction criterion. The first phase includes concentrating on a given field's high-frequency keywords (Agarwal & Dhar, 2016). The second includes keywords in the Web of Science to get the top talents from the same file. The third requires the brain benefit index to know if a nation wants to put the best talents in a given sector abroad (Zhao et al., 2017). Generally, bibliometric approaches are recommended by the three F strategy. Second, in high-impact literature, there is a need to concentrate on valuable and high-frequency keywords. Secondly, the need to know the identities of the top talents in the particular submitted and finally, to learn the brain benefit index for the introduction of top talent to a certain region.

In the area of large data and cloud infrastructure utilizing biometrics, the United States doesn't need to incorporate top talents. As opposed to other countries, this is because. The United States Brain Benefit Index Value has been calculated to be 0111 (Zhao et al., 2017). This knowledge suggests that in terms of the brain advantage graph, the United States is much greater. This knowledge will also be used to help the government make a choice about whether to incorporate top talents to build new businesses.

The Concept of the 3-F Method

With the uprising of cloud computing and big data, various organizations, as well as countries, have implemented an innovation-driven development strategy and promoted industrial transformation. These fields have developed and employed various concepts which have become very beneficial in their utilization. One of such concepts is the 3-F Method. This concept has been widely employed to help describe the distribution of top talents globally as well as help in making decisions (Zhao et al., 2017). For example, China, which is one of the top talents has greatly employed this concept in the use of big data technology.

Fundamentally, the 3-F method calculates the brain gain index in order to analyze the top talent introduction demand of the country. The concept illustrates three main F’s, that is, Focus, Find, and Figure. Focus involves concentrating on the high-frequency keywords of a specific field by retrieving the widely cited research. Find consist of the use of these keywords to search out for the top talents of these specifics fields in the world of Science. Lastly, the Figure, involves the use of the brain gain index to approximate whether a country may introduce its top talents to other countries (Zhao et al., 2017).

According to Zhao et al. (2017) research, China’s brain gain index of cloud computing, and big data was 2.61, which indicated that the country could introduce their top talents to other countries. Besides, the country has a fairly good number of their top talents distributed in other countries such as the UK, US, Germany, Netherlands, and France.  Significantly, the United States is one of the countries with high opportunities in the area of cloud computing and big data. Besides, the country bibliometrics in these fields using the 3-F method has revealed a substantial brain gain index according to Raban & Gordon (2020). The authors indicated that the bibliometric indicators in the US showed a surge in big data and data science publications. Therefore, I believe that the United States could introduce some of its top talents in the world.
