Monthly Promotion Timeline: Starting with the March 2021 board month and effective with the May 2021 promotion month, eligibility for all NCO promotion pin-on selections will be as of the last day of the 2nd month prior to selection. For example, all integrations and system updates for 01 May 21 selections must be completed NLT 26 March 2021. Promotion By-Name and HQDA Cutoff scores will be posted on/around the 15th of each month. 1- On/around the 3rd calendar day each month- unit S1s will print monthly promotion reports (AAA-117, AAA-294, AGR Promotion Reports). If the 3rd calendar days falls on a weekend, no later than the 3rd duty day, whichever applies. 2- No later than the 9th calendar day of each month- unit Commanders will identify Soldiers to appear before the local promotion board (annotate on the AAA-294/AGR promotion report by circling “yes” and endorsing the report with initials of each entry/signature/approval) 3- Between the 10th to the 26th each month- units will hold monthly promotion boards. 4- No later than the 26th calendar day each month- unit S1 will integrate all promotable Soldiers onto the promotion standing list. Additionally, all system updates must be completed no later than the 26th calendar day of each month. 5- On the 1st calendar day of each month, HRC FAD will select Soldiers who meet/and or exceed the announced cutoff score. 6- On/around the 15th day of each month- HRC Junior Enlisted Promotions will publish the cutoff scores and by-name lists. 26TH DAY OF THE MONTH: Within Paragraph three (3) of (reference B cited above), provides text that states: “NCO promotion pin-on selections will be as of the last day of the 2nd month prior to the promotion month with a requirement that supporting data transactions (list integration, promotion points) be completed not later than the 26th day of that month. Unit-level promotion boards will be conducted between the 10th and 26th day of the board month starting with the March 2021 board month.” FOUR DAY WINDOW REMOVED: a. Under previous policy (reference A cited above) there was a 4 day window between the last day you can hold a board (the 4th) and unit must integrate onto the PPW (the 8th). b. Under the new policy (reference B cited above) this 4 day window is REMOVED and unit must integrate onto the PPW no later than (NLT) 26 March 2021.

DATE PROMOTION POINTS ARE CONSIDERED FOR PROMOTION: Promotion points that reside inside the PPW as of the FIRST day of the month (i.e. 01 April 2021) are the promotion points used for By-Name selections for 01 May 2021. BY-NAME POSTED DATE: HRC will publish HQDA By-Name selections on/about 15TH day of the month (i.e. 15 April 2021). EDAS UPDATES: Units publish promotion orders and execute promotions within EDAS PM Screen between on/about 16TH day of the month. (i.e. Execute promotions between 16 April 2021 - NLT 31 May 2021, for a 01 May 2021 promotion). NONCOMMISSIONED OFFICER PROFESSIONAL DEVELOPMENT SYSTEM (NCOPDS) MATTER OF RECORD – 26TH DAY OF THE MONTH: With the promotion effective month of May 2021 – In accordance with Reference(s) B and C (cited above), the policy cited within Reference A (cited above) is updated: “eligibility for all NCO promotion pin-on selections will be as of the last day of the 2nd month prior to the promotion month with a requirement that supporting data transactions (list integration, promotion points) be completed not later than the 26th day of that month.” For example, the BLC/ALC Graduate date must be made a matter of record NLT 26 March 2021 for a 01 May 2021 selection. If your record shows as a BLC/ALC GRAD on/before 08 February, 2021, then your record will be considered for 01 March 2021 selections. If your record shows as a BLC/ALC GRAD on/before 08 March, 2021, then your record will be considered for 01 April 2021 selections. If your record shows as a BLC/ALC GRAD on/before 26 March, 2021, then your record will be considered for 01 May 2021 selections. MARCH 2021 BOARD Question: On when March promotion boards can be conducted. February 3rd, 2021, the S1s printed monthly AAA-294 report for March 2021. Under AR 600-8-19, Paragraph 3-12, Subparagraph B, boards were to be conducted between 20 FEB 2021 and 04 MAR 2021. Can units still conduct March boards during this timeframe ---- (20 FEB 2021 through 04 MAR 2021) With integration no later than 08 MAR 2021 for promotion eligibility date of 01 APR 2021? Answer: YES, that board will be called the MARCH 2021 Board. The 10-26 March Board will be called the APRIL 2021 Board. AAA-294 REPORTS Pull AAA-294 the 3rd day of FEB for a board called MARCH board = 20 FEB - 04 MAR 2021 board dates. Pull AAA-294 on the 3rd day of MAR for a board called APRIL board = 10 MAR - 26 MAR 2021 board dates. Pull AAA-294 on the 3rd day of APR for a board called MAY board = 10 APR - 26 APR 2021 board dates. PREVIOUS INFORMATION PAPERS The information paper from 23 FEB 2021 was a further clarification of the two previous information papers (04 FEB 2021 and 19 FEB 2021). After further review and based on further questions from the field, all three information papers (04 FEB, 19 FEB and 23 FEB 2021) were removed from HRC Web and S1 Net. The 04 February information paper was trying to say it is possible to hold two boards within the same month as that was ALWAYS the case under the OLD policy (AR 600-8-19, Paragraph 3-12, Subparagraph B). Under the OLD policy (AR 600-8-19, Paragraph 3-12, Subparagraph B), you could always HOLD a board on the 4th of the month (example - 04 JUN 2020) and in the same month hold ANOTHER board on the 20th of the month (example - 20 JUN 2020); the only delineation would be the LABEL month of the board month (i.e. JUNE Board or JULY Board). For example, under the OLD policy (AR 600-8-19, Paragraph 3-12, Subparagraph B), the 04 JUN 2020 board would have been considered the JUNE 2020 Board, and the 20 JUNE 2020 board would have been considered the JULY 2020 Board Moving FORWARD, you should NOT have to encounter this dilemma as future board dates will not straddle over two months as the previous policy did (20th to the 4th). WHEN TO PUBLISH C10 REPORTS: Reference: Army Techniques Publication 1-0.1 G-1/AG and S-1 Operations Dated: 23 March 2015 Paragraph 4-64 C-10 Report BDE S1 will: “- Produce the C-10 report (permanent promotion recommended list for USAR AGR) monthly and forward it to the unit for posting on the bulletin board. Promotable Soldiers review and initial the C-10 report (permanent promotion recommended list for USAR AGR) each month. Battalion S-1s retain the initialed recommended list (permanent promotion recommended list for USAR AGR) in files for two years; HRC retains it for USAR Soldiers. - Provide the battalion S-1 a copy of the C-10 report. (USAR AGR – Provide the battalion S-1 a copy of the updated permanent promotion recommended list NLT the 26th day of the requested month.”

In the past, units would pull/publish this report after the 8th of the month as it should/would capture the latest promotion points on all Soldiers assigned to their UICs who either already had promotion points from a previous month or were recently integrated Soldiers. Applying this same logic, with the NEW promotion cycle outlined within MILPER Message 21-044, the field can/could pull the C10 report on/about the 27th of every month to allow for integrations from the 26th to show on the C10 on/about the 27th. Although, units can still pull/publish the C10, the requirement is no longer needed when the Promotion Point Worksheet (PPW) became the system of record. The whole logic behind the C10 was to allow a Soldier to submit their Active Component (AC) DA Form 3355 (old school) to the S1/MPD for promotion point input, which would require the unit S1/MPD to pull/publish the C10 on the 9th to ensure that the points were loaded and show the Soldiers with an "official" document. When the PPW came on line, that process is no longer needed. Soldiers can go into the PPW and see what their official points are at any given time (such as NOW).
