Introduction

The Maryland Technology Consultants (MTC) has been at the forefront of Its consulting, delivering quality technology solutions in various fields. MTC has realized an important gap that needs to be covered to ensure that it hires and retains qualified consultants that are convenient for its clients. In presenting this report to MTC’s Chief Information Officer (CIO), this paper also seeks to demonstrate how an applicant tracking system (ATS) will help MTC achieve its operational and business objectives. This report involves a four-stage evaluation of the strategic use of technologies for this company (Stage 1), Current Process Analysis (Stage 2), System Requirements (Stage 3), and the Vendor Recommendation Stage (Stage 4). From this ATS, MTC expects to enhance efficiency, minimize time-to-hire, and extend its recruitment capabilities to provide and attain a competitive stream of superior talent commensurate with MTC services. This BA&SR will provide an in-depth roadmap for improving MTC’s talent acquisition process to bolster the company’s growth, innovation, and competitive advantage.

I. Strategic Use of Technology

A. Business Strategy

Maryland Technology Consultants aims to enhance its leadership in IT consulting by providing cutting-edge technology solutions that meet the diverse needs of its clients. To support its growth, MTC focuses on bringing on board many consultants who can deliver high-quality service and meet the client's ever-changing needs within the shortest time possible. However, MTC hires employees manually and, as a result, experiences some bottlenecks regarding the talent-securing process and meeting or exceeding client expectations. Adopting an applicant tracking system (ATS) shall effectively help MTC eliminate inefficiencies with hiring processes, improve candidate screening, and reduce total hiring time (Borges et al., 2021). It will be more convenient for MTC to arrange a team capable of meeting the signed contract requirements. The help of the new and improved hiring process will contribute to the growth of new business and clients’ satisfaction.

B. Competitive Advantage

In a competitive IT consulting environment, MTC must maintain a responsive and high-quality talent pipeline to stay ahead. While other firms like MTCs work to secure similar clients and sought-after consultants, the speed at which MTCs can fill their positions offers a stark advantage. The proposed ATS will enable MTC to effectively track, monitor, and evaluate applied candidates. Using the info provided by the ATS, MTC can optimize strategies in recruiting, paying attention to the crucial competencies of the clients and ensuring that the population comprises competent candidates. This system will facilitate faster and more effective hiring, reducing downtime between securing contracts and mobilizing project teams (Farida & Setiawan, 2022). This capability improvement shall assist MTC in sustaining its competitiveness in the industry by facilitating faster and more flexible staffing to sustain MTC’s services relevance.

C. Strategic Objectives

The following objectives have been developed to ensure that the proposed ATS meets the achievement of MTC strategic objectives. These objectives align with MTC’s business objectives and are defined in relation to the SMART framework. The following table outlines the objectives for each strategic goal and explains how the ATS will contribute to achieving these targets:

The ATS will achieve this objective as the tool will ease resume screening and the subsequent interviewing conducted by HR. This reduction will guarantee that consultants will be available to start projects as soon as possible, making MTC more responsive to clients' needs.

Increase MTC’s competitive advantage by enhancing its reputation for leading-edge IT consultants.

Retain consultants skilled in emerging technologies by increasing hiring efforts by 20%.

The ATS will help the HR department find candidates possessing certain skills related to new technologies, therefore enhancing MTC’s brand as the leading IT consulting company. By emphasizing innovative skills, MTC will minimize its offers’ within-industry similarity and enhance its credibility in the eyes of clients.
