Do to the scope of this project you are not expected to develop a checklist.

  1. Planning Assumptions - In the Base Plan, identify overall planning assumptions (facts that the planner assumes to be true) in order for the elements in the EOP to be valid. You will add any specific planning assumptions that you have determined during the course of your research for this project.

General – This section should contain general information about the tasks that need to be completed to ensure an effective response. Complete this section with jurisdictional specific information.

Hazard Control and Assessment - Describe, in general, the capabilities and processes the jurisdiction has in place to identify, analyze, gain control of, and monitor those hazards specific to your planning topic. You will need to add context to the five elements by describing your specific jurisdiction. This information will be developed based on your research of your community.

Protective Action Selection - Describe, in general, the capabilities and processes the jurisdiction has in place to select protective action strategies and actions. You will add details specific to your community/facility to describe how the four listed activities will be achieved.

Public Warning - describe the capabilities and processes your jurisdiction has in place to disseminate public warning messages to the public. This information is determined through your research to find out how your community/facility provides public warnings.

Protective Action Implementation – Describe in general terms the capabilities and processes the jurisdiction has in place to implement the range of protective actions that may be required for various hazards. You will use the seven provided actions and describe how your jurisdiction will accomplish those actions.

Short-Term Needs - This section should describe, in general, the capabilities and processes the jurisdiction has in place to address the short-term needs of the population once the population has been protected from the hazard. You will use the five provided activates and describe how they will be accomplished in your jurisdiction.

Long Term Needs - This section should describe, in general, the capabilities and processes the jurisdiction has in place to restore the jurisdiction and its affected population to a “normal” state. You will apply your hazard scenario to this section and describe what would be needed to allow people back to their homes (re-entry) and what would be needed in general if a recovery period is needed such as due to damaged critical infrastructure.


  1. Organization and Assignment of Responsibilities - Overview of the key functions that local agencies will accomplish to support local operations during an emergency.

General - Outline the responsibilities assigned to each organization that has an emergency response and/or recovery assignment of responsibility in the plan. Include elected officials, local departments and agencies, state agencies, federal agencies, regional organizations, volunteer resources, VOADs, and private sector businesses and groups.

Organization - The EOP should include the organizations and agencies that should be typically involved in an emergency. Use the provided list of agencies/organizations and use your jurisdiction’s names for these entities. You are also encouraged to add any additional agencies/organizations that would be involved with the implementation of your plan.

Assignment of Responsibility – The plan needs to assign general responsibilities for emergency functions during emergencies. These tasks should be clearly defined and assigned to the departments and agencies that have the capability to perform them. Augment the provided list to reflect the assignment of responsibilities for your plan.

Support Functions - This section describes responsibilities or capabilities of other entities beyond direct jurisdictional control that are known to support, or are capable of supporting, disaster response or recovery within the jurisdiction. You can add any additional entities that your plan identified that would be need to augment the Support Functions.

Continuity of Government - This section should describe the essential elements of the EOP for maintaining continuity of government in the jurisdiction. Through your research you will identify and describe the succession of your plan’s local government, including any alternate locations for city hall and the EOC. You will also identify who is responsible for preservation of records on the local level.
