Strategic Analysis

Overview

The purpose of this strategic analysis, executive summary document, and oral presentation is to deliver a meaningful and realistic product to your agency and community as a result of attending the CODC. Completion of this capstone project requires a written executive summary of your findings and an oral presentation of your project given to your classmates.

This project should have a firm foundation in the realities of your agency and community. You should use a great deal of thoughtful consideration when determining your focus. Ideally, the problem you select should be of concern to the community and be something you and your agency can reasonably attempt to resolve. Many criminal justice problems are of utmost importance but are too great in size and scope for you to produce a workable response during this exercise.

Written Project

The written project aligned with this exercise is designed to provide you with a comprehensive plan to address a community or agency problem upon your graduation from the CODC and return to full-time duty. The written document is split into several sections. The separate sections of the project are designed to be a deliverable executive summary to be delivered to your command staff. The section headings are listed below, with guidelines and suggestions for the content of each section. However, this is your proposal and should be designed to adhere to, and compliment, the type of documents currently in use with your agency. In other words, write the document in a way in which your administration is most likely to read it and implement your plan.

The bullet points supplied for each section are not intended to be used as a framework or checklist for your writing, but rather questions intended to guide you. Some may be unnecessary for your project and it is likely you will need to provide information not specifically addressed here. Ultimately, this is YOUR project broadcasting your ability and interest in providing much needed solutions to the real problems affecting your community.

  • Why is it a problem? Who is affected and how?

  • How long has this been a problem?

  1. Leadership

  • What is required from leadership implement the solution?

  • Which leaders, formal and informal, within the agency have skill and expertise which will be helpful? Who needs to be brought on board?

  • How can leadership promote the buy in of the employees?

  • What barriers can you identify which would interfere with the strategy and how will leadership work to overcome them?

  1. Strategy

  • Where else has this problem occurred and what was done?

  • What does the research say about successful treatments to the problem?

  • How are other agencies’ experiences with the problem similar or different from yours?

  • Considering the available research, what do you propose to do?

  1. Operational Plan

  • The who, what, where, when, and how of your solution.

  • What will it cost and how will it be paid for?

  • What is the communication plan?

  • How will your results be tracked and monitored?

  1. Policy and Procedure

  • Does the proposed solution fit within existing policies?

  • What, if any, policies will need to be modified?

  • What procedural issues can you foresee?

  • Are there any legal concerns?

  • What are your policy, procedure, and legal suggestions?
