During the period from 1945 to 1974, social workers continued to define themselves as experts functioning at the intersection of individuals with their social environments. As such, they continued to find a place in many programs of the social welfare institution—health, aging, schools, and community development. They have had a dominant position, however, in only three social institutions—public welfare, mental health, and child welfare. Unfortunately, while public welfare initiated the creation of social work, it no longer has a mandated social work component, leading many to recommend that the social work profession take action to once again become viable providers of service to poor and marginalized clients seeking public assistance.
