Discussion 1: Policy Analysis and Application

One policy that affects Rita is the 90 day hold policy. It is essential to note that a victim can experience strong and conflicting emotions and can be faced with an acute sense of disorientation and disequilibrium. At such moments, the victim of sexual abuse, like Rita, is faced with various thoughts and that disorients their decision making and their ability to retain information. When one faces such cases of sexual abuse, they normally cannot be able to communicate the same to their family members due to the feeling of shame and judgment that may come as a result of the assault (The case of Rita). In Rita’s case, she feared that the family members would blame her for accepting a ride from someone she did not know well. As such, she actually required to be counselled properly to be able to share her experience with the family members. This may take a while thus the 90 day hold policy may hinder the prosecution of the offender because the forensic evidence would have been destroyed. During the 90 day hold policy, the victim (Rita for example) barely has enough time to make sense of what happened to her, including even what to do about it. Therefore, it is evident that the 90 day policy may not afford a traumatized victim of sexual abuse enough time to make a decision to report to law enforcement (The Case of Rita). I thus think that the 90 day policy should be scrapped off to enable the victims to have enough time to make their decision and forensic evidence be kept as long as the victim wishes. The success of the policy changes will be measured on the basis of the number of offenders of sexual assault being convicted and sentenced to prison. It will also be seen in the reduced number of cases of sexual assault witnessed in the society.

You make an excellent point concerning sexual assault, law enforcement and women rights/protection.  I appreciate your support for women who have experienced sexual assault and abuse. We need more advocacy and policy for appropriate human services to address their needs. However, were you able to locate any specific policies and sources that would also address these issues?           The discussions I reviewed gave me insight into the lobbying process and how satisfying that process seems.  Being a lobbyist for social change would be an interesting position.  Working toward a welfare system that would put to work those that are able is also a social concern that my colleagues are passionate about.  I have worked in the “welfare” are and there is a significant amount of individuals that should be working, however within our current society there are also a significant amount of barriers, whether it is day care services, education, discrimination, generational aspect, or mental health issues.

            The impact my colleagues opinions have had on me has been enough to loosen my conservative opinion on welfare recipients.  There are a lot of barriers people have to overcome to be a working and contributing member of a community.  Everything is not black or white, right or wrong, there are families that truly do not know a different way of surviving. 

            The varied perceptions of social policy advocacy can be attributed to the varying levels of political involvement needed.  Some social workers are busy with caring for children that are being placed in foster care, some are busy with a therapy practice where they treat children that have been abused and neglected (Rome & Hoechstetter, 2010).  Everyone has their role to play in our society and within the social work practice.  We need the lobbyist, the policy makers, the child protective service workers, and the clinicians to ensure all of the oppressed and marginalized individuals are getting the services they need.
