Ioxic Chemicals The federal government regulates the pesticides and herbicides that can be used in agriculture, as well (See pages 619-620.) as the use and transportation of chemical compounds known to be toxic.

Hazardous Waste Disposal Federal laws regulate the disposal of certain types of industrial, agricultural, and household wastes (See pages 620-622.) that present serious dangers to human health and the environment. These hazardous wastes must be properly labeled and packaged before they can be transported. Moreover, under Superfund, when a

hazardous substance is released into the environment, the EPA can clean up the site and recover the

costs from a broad array of potentially responsible parties.

there is no safe level of exposure to a cancer-causing agenr.

In theory even one molecule of such a substance has the

potential for causing cancer. Section 112 of the Clean Air

Act requires that all cancer-causing substances be regulated

to ensure a margin of safety. Some environmental groups

have argued that all emissions of such substances must

be eliminated if a margin of safety is to be reached. Such

total elimination would iikely shut down many major U.S.
