According to Gomez-Mejia, Balkin, and Cardy (2016), recent trends show many traditional human resources responsibilities have been delegated to managers over the last decade. There are many steps involved in the personnel selection process and many factors must be reviewed simultaneously in order for the most appropriate decisions to be made (Dağdeviren, 2010). An important concept to consider in regards to autonomy given to managers in the personnel decision making process is that there should be a partnership between human resources and management for the most effective results. The human resources department is considered a support department for human resources functions that are performed by managers, allowing for the human resources department to be responsible for developing human resource programs, but making the managers responsible for fulfilling the designed programs (Gomez-Mejia et al., 2016).

It is difficult for human resources to make all decisions regarding selection of hiring candidates for job openings because the human resources representative will not be as familiar with the technical skills required for a certain position. The two entities can work as a team in order to make the most efficient personnel decisions, depending on the specific type of personnel decision being made. For example, a manager will be most familiar with technical and soft skills required for a specific job opening, however human resources will have better access regarding market wages for the position to determine an appropriate salary to offer a potential employee. A task such as an annual evaluation also requires a partnership between human resources and managers, as the actual evaluation and analysis of the employee’s performance is most effectively evaluated by the individual that supervises the employee’s daily work. However, human resources plays a necessary role in reviewing, organizing, and interpreting data that is received from managers for evaluations.

Teamwork is a theme that is seen often in the Bible. One example of this is Ecclesiastes 4:9-10, which states, “Two are better than one, because they have a good reward for their toil. For if they fall, one will lift up his fellow. But woe to him who is alone when he falls and has not another to lift him up” (ESV). Life is comprised of situations in which individuals must work with one another to achieve a common goal. Processes such as personnel decisions are no exception to these types of situations. Managers and the human resources department must work together to make the most efficient and well informed personnel decisions.
