DLCC will have a group that aims to offer quality services and creates a strong force in the market. As a partnership business, the roles will be defined to avoid conflict of interest. The company has chairpersons who are the partners in the business. Both active and silent partners who form part of the DLCC oversee all the operations of the company. Furthermore, they make final decisions for the company. The technical manager is in charge of all the technical staff. Technical managers are the face of the company as they run all operations with their support staff. The executive managers encompass a human resource manager. Quality assurance officer as well as the station director. All the executive team has designated roles. The hiring of employees is through a 3-panel team that encompasses the technical manager, Station director as well as the human resource manager. Employees are vetted to get a suitable employee.

Most start-up companies must initiate policies that favour the welfare of the business environment. A variety of risks is encountered when hiring new employees. Thus, we shall set up policies that limit instances of liability at the workplace. Some of the policies that to effect will focus on the workplace safety, disciplinary policy, device use policy as well as the payment policies. Work safety policies that will be initiated will help mitigate and protect the employees from any injuries during work (Carroll, & Buchholtz, 2014). Furthermore, employee negligence while performing tasks will be mitigated.
The essence of disciplinary policies helps create an environment where there is respect for both work and other employees. Terminating the contract of an employee is not hard since the employee may have been cautioned. Highlighting the history of problems between the employee and offering a detailed analysis of the job description gives room for decisions. DLCC will protect itself against any liability by having written usage policies that delineate the network connection of the employees while on duty. Creation of a payment plan for the clients and the employees will influence service delivery positively. Invoicing of the clients and the form types of payment that can be accepted by the clients will have significance. Notices for payments and service fee will be initiated to the clients to ensure that there are no issues regarding payment.

Compliance with the basic code of ethics is a crucial measure of success within any company. DLCC focuses on professionalism by ensuring that the employees are objective, confidential; portray high professional competence behaviour, integrity as well as professional conduct. The conceptual framework through the code of ethics will provide what is best for the employees, stakeholders, and clients. Achieving the mission and vision will be possible when there is focus on the code of ethics.

Airlines are dependent on Airbus and Boeing an indication of the limits to apply the Economies of scale. It shows that customer services can be useful when there is an advancement in technological services.
Innovations in production
As part of the technical services, the innovation that can have an impact in the airline industry from DLCC is the ECOS Baggage system. The innovation has developed a locker system. The emergence of green light on the locker door lights can occur when there is inside space. The light can go out when it is full. The use of light such as yellow, red and green on lockers on cabin crew can indicate the capacity the availability of space.
Methods of maintaining quality
Improving and maintaining quality can be done through having commitments, investment in training as well as tracking mistakes. The commitment of the management team determines the performance of the organization. In DLCC, the management team will ensure that the products and services offered are satisfactory and impress the customers. Measuring quality through tracking mistakes can help in identifying the areas of weakness. Evaluating the responses of clients helps in identifying the areas of corrective action. It may involve the use of customer promoter cards where they will recommend and have their say in the type of services offered. Clients are given room for rankings which determines the mistake and areas of corrective action. Investing in the training of the clients can solve the issues of quality. To remain competitive, DLCC will have frequent training sessions on the quality aspect of the product (Goetsch, & Davis, 2014). It will create an environment that focuses on the improvement of the services and products.
Laws influencing DLCC and compliance with other laws
Tax laws such as the tax code is a government regulation that affects business in the U.S. For instance, every registered company in the U.S. is eligible to federal taxes. State taxes are depended on the type of state. DLCC will pay income taxes and employment taxes. Compliance with the employment and labour law shall also be effected as the company. The employment and labour law will focus on the wages, working hours, health among others. DLCC will be entitled to privacy. This is achievable through the employees when they employ measures that protect the company for effective service delivery. State licenses are laws that are locally oriented by the state. Each state has policies and measures (Posner, 2014).Florida has its measures that are locally adopted by all business.
