Working Thesis

Currently, the government, private and public companies are becoming transparent with their data so that they can establish a whole change on a new paradigm. Research is on increase on the usability of big open data in improving the public sector reforms that facilitates innovation, improves supplier and distribution networks and creation of resiliency that helps in the improvement of efficiency of public goods (Porumbescu, 2015). Big data is important as it meets the demands of private developers, citizens and non-governmental. Easy sharing of data across networks and relates to transparency decision making and policy making. This paper discusses the usability and acceptance of public sector big data.

Explanation

There exist some factors that lead to rise in the need for open data these are political incentives that decentralizes civic services while enhancing public ownership of government activities. Increase in technological awareness of citizens who are equipped with digital computing skills by their own discretion and distributing and analyzing information in their own will and increase in the use of mobile and social networking platforms (Porumbescu, 2015). Existing research indicates that several studies have studied the effects of big data in various settings. The working thesis for the study is the ease of using open data that will positively influence user’s behaviors towards it use and how open data will positively affect its perceived usefulness. Additionally, social approval will influence the use of behavioral intentions towards the use of data.

Perceived Usefulness

Perceived usefulness examines if raw information available online as open data is seen by citizens as of higher quality as compared to similar data that they can access through their offices. In assessing the importance of new solution, users evaluate the advantages and disadvantages of using that solution. Perceived usefulness is known to determine the ultimate rate of most invention in the long run (Porumbescu, 2015). Perceived usefulness has been successfully measured by most researches due its impact on behavioral intentions across numerous technologies.

Perceived ease of use

Due to release of data in a raw form, Data undergoes several layers of filtering at the legal technical and in other uses. For instance, data is loaded into websites without any clear definition or any suggestive interpretation thus making it difficult for stakeholders to correlate the data in these websites (Pei. Xue, Li, Chang, and Su. 2015). Open data enhances citizens motivation.

Social Approval

Social approval refers to the status gained in someone’s social group, as a certain non-financial characteristic of a gain acting as the function of intention of a given innovation. The resultant social or economic loss as a result of applying of a new solution prevents users from adopting that solution. Observing a system often steers peer discussions, which upon agreement yields to further encouragement towards the acceptance of that system within that discussion group. Data ambiguity as result of raw data released on social media platforms.

Possible Objections

Research indicates that information through open data is released in the interests of business communities. (Pei. Xue, Li, Chang, and Su. 2015). The way in which this data is accessed depends on how it is governed, a proper look of data in platforms suggests that all information released is in a raw form and poorly structured and often in overlapping contexts at it is of no potential use to a person without technical knowledge. Such information results to lack of interest in open data platforms with an impact of the data remaining unexplored.

Reply to Objections

Governing bodies that release data should equip users with software’s that converts data into a raw format to a useful format that benefits the society (Pei. Xue, Li, Chang, and Su. 2015). It should be simplified and in an orderly manner. There should also be a general understanding of different government functions.
