SOLID WASTE DIVISION MANAGER

MAJOR FUNCTION: Highly responsible administrative and managerial position for the daily operation of the Solid Waste Baling and Recycling Facility. Works under the general direction of the Division Director.

KNOWLEDGE, ABILITIES, AND SKILLS NEEDED IN ORDER TO PERFORM THE ESSENTIAL JOB FUNCTIONS:

Knowledge: Knowledge of the principles and technologies related to solid waste disposal, processing, and recycling operations. Knowledge of the operation and maintenance of equipment. Knowledge of Florida Department of Environmental Protection (FDEP), U.S. Environmental Protection Agency (EPA) and other Federal, State and Local rules and regulations regarding the integrated municipal solid waste operations and maintenance of solid waste disposal systems and facilities. Knowledge of the principles of the effective supervision, administration and operations as they pertain to municipal solid waste activities.

Abilities: Ability to understand and apply applicable rules, regulations, statutes, policies and procedures relating to integrated waste management. Ability to manage people in an effective manner, to include planning, organizing and implementing the various tasks necessary to meet imposed deadlines. Ability to establish and maintain effective working relationships with contractors, the general public, management, employees and officials. Must have the ability to communicate clearly and concisely, both verbally and in writing, in an effective and considerate manner. Must be able to read, comprehend, devise procedures and implement various technical manuals and regulations to ensure compliance with all regulatory agencies. Ability to prepare or review required reports, documentation and correspondence. Ability to understand and prepare technical reports, including statistics related to integrate waste management. Must be able to exercise independent judgment. Be proficient with Microsoft Office and applicable specialized software. Ability to work extended hours and on weekends as required.

ESSENTIAL JOB FUNCTION:

  • Manages personnel and operations of the Solid Waste facilities, to include daily operations, scale house, Single Stream Recycling Facility, household hazardous waste storage, construction and demolition debris processing facility, baling facility, maintenance facility and other on-site operations

  • Plans, organizes, coordinates, implements and supervises the construction and operation of the County’s Solid Waste and Recycling facilities

  • Provides personnel evaluations and recommends corrective actions as required.

  • Prepares paperwork and budget for facility operations, as well as plans for future needs, facilities, equipment and personnel.

  • Maintains records of inspections and prepares annual report to the Florida Department of Environmental Protection.

  • Implements adopted plans, monitors progress and makes periodic reports to County, City and State officials.

  • Review reports for submission, including statistical analysis on all integrated solid waste program activities to regulatory agencies.

  • Ensures all Federal, State and Local regulatory requirements are met and required documents, reports and records are maintained and filed.

  • Performs related work as requested or assigned.

ESSENTIAL PHYSICAL SKILLS: Must be able to operate a four-wheel drive vehicle and inspect and understand maintenance requirements of heavy equipment. Good eyesight and hearing with or without correction. Use of both hands and fingers with dexterity. Frequent walking and standing. Ability to lift up to 30 lbs. and be able to climb into and inspect heavy equipment. Must be able to walk around landfill facilities, as required. Ability to drive to various County locations.

ENVIRONMENTAL CONDITION REQUIREMENTS: Work inside an office and outside in all types of weather including blowing sand, rain, sun, etc. Exposure to dust, heat, excessive noise and potentially dangerous areas within the facility. Frequent walking and standing, usually on uneven paved or unpaved surfaces.

WORK HAZARDS: General occupational hazards involved in working around heavy equipment or machinery, working in / around the Baling and Recycling Facility site and solid waste industrial environment in all elements (heat, dust, rain, garbage, etc.)

SAFETY EQUIPMENT USED OR NEEDED: Eye and ear protection and other PPE, as required.

EDUCATION: Bachelor’s Degree from a four-year accredited college or university required.

EXPERIENCE: Three years of management experience required and administrative work. Experience with related contract management and budgeting experience preferred. A comparable amount of training or related experience may be substituted for the minimum qualifications.

LICENSE, CERTIFICATION OR REGISTRATION: Valid Florida driver license with good driving record required.
