Module 2 Writing Assignment

Question 1: Select one of the perspectives on assessment.  In what way does that perspective change, alter, or influence each step in the process of performing a needs assessment?

Before discussing the perspective, I selected I want to touch base on what a needs assessment is. A needs assessment is a procedure used to collect data that describe the needs and strengths of a specific group, community, or population (Issle, 2018). The overall goal of the need’s assessment is to assist with problem prioritizing and making decisions within the program development. Personally speaking, I think that a needs assessment should be conducted as expeditiously as possible without jeopardizing the effectiveness of the assessment. In times like today, especially with a pandemic like COVID-19 I think the rapid perspective is most useful. The rapid perspective uses multiple methods -- such as focus groups, existing data, interviews, and mapping – to involve the community in rapidly developing and implementing needed health interventions (Issle, 2018). The rapid approach would simply speed up the process for conducting an assessment and the development for interventions.

Question 2: Why is each type of assessment relevant to health program planning?

Before conducting any sort of assessment, it is imperative to be familiar with assessments as a whole and their process. Each assessment has its own objective and is appropriate for different situations. In addition, before planning a program it is possible that a local agency has already done a needs assessment that might be adequate enough for the task at hand (Issle, 2018). Below, I will briefly describe the five assessments and their relevance to health program planning.

  • Organizational: governs the strengths, weaknesses, opportunities, and threats to the organization. Questions that this assessment answers are those like “what is the capability and willingness of the organization to provide the health program?”

  • Marketing: is geared towards figuring out an audience that would be interested in the health program. Data collected during this assessment answers the question “what will draw the target audience into the program?”

  • Needs: helps the health program planners identify the program priorities and fill the gaps by allocating relevant sources. This assessment serves as a starting point for planning a program.

  • Community health: it examines the health and human service resources and assets as well as the health problems and other community weaknesses. This assessment answers the question “what are the key health problems, and which resources are available to address those problems?”

  • Workforce: examines the competencies among the workforce, trends, and drivers of change related to the quantity / quality of the workforce. Strives to answer the question “which human resources exist at which level of expertise to address the health needs?” This assessment is at the infrastructure level of the public health pyramid.
