years. There is a great need for research on effective rehabilitation and re -entry programs that will include mental health

Qualitative Research Problem: The scholarly community does not know the benefits to which re -entry prog rams that

includes substance abuse and mental health before release could contribute to reducing juvenile recidivism.

Qualitative Research Purpose: The purpose of this qualitative study is to identify the benefits of implementation of re -

entry programs th at include mental health and substance programs and the reduction in juvenile recidivism.

Qualitative Research Question: What is the percentage of juveniles who has re -offended and was not offered a re -entry

program that includes mental health and substanc e abuse compared to juveniles who was presented with a re -entry

program that includes mental health and substance counseling.

Theoretical or Conceptual Framework

The Conceptual Framework for this research study would be the IAP mode (Intensive Aftercare Pr ogram) The model was

researched and implemented by the National Council on Crime and Delinquency (1998). The conceptual framework of

this project was to reduce juvenile recidivism by implementing strategic services and counseling to juvenile offenders

whil e incarcerated, prerelease, community reentry programs and on community supervision.

Implementing the IAP model, it found that juvenile offenders that where provided with counseling services did far better

than juveniles that were released without counseli ng services.

Qualitative Research Design: For this research design a summative evaluation would be implemented on three juvenile

programs to determine the effectiveness of programs in the reintegrated of juveniles back into their community.

According to P atton (1990) in order to determine the overall effectiveness of a program, its policy or their product for

the purpose of saying that the ideal itself is not effective. The research will identify the characteristics that impacts

recidivism, in order to acc omplish these two key factors must be developed (1) the characteristics of the juvenile

programs and (2) what are the recidivism rates of these juvenile programs.

Qualitative Sampling Strategy: The sampling for this research design will be a summative eva luation of three juvenile

programs. This evaluation will identify the characteristics of the programs and the rate of their recidivism.

Qualitative Data Collection Method: The researcher will conduct observations, along with implementing questionnaires

to the programs, about their positives and negatives of their programs, programs implemented, and the follow through

of the program participants.

For your qualitative research plan, you talked about your research purpose / problem / question. Your

research purpose and problem look good for a qualitative study, but then your question is asking about

percentages, which is more of a quantitative ques tion. Remember the guidance from earlier in the term

about some of the terms associated with qualitative research: For your Research Design, it looks effective to

consider the factors that influence recidivism and how these are impacted by the intervention programs.

criminogenic risk factors, and if implementing substance abuse and mental health counseling with reduce re -offending.

Quantitative Research Purpose: The purpose of this quantitative research is to determine the extent of mental health

and substance abuse counseling services during the discharge process has a connection to the high recidivism rate

amongst juveniles.

Quantitative Research Question: What is the extent to which juvenile ex -offenders who has partaken in a counseling

program compared to those who has not during re -entry and recidivism rates.

Theoretical or Conceptual Framework

The Conceptual Framework for this research study was provided by Agnew (2009) General Stain Theory. Agnew strain

theory argued that strains and stressors where the contributing factor to negative emotions such as anger and

frustration which is a buildup that causes individuals to commit criminal offenses to assist in relieving their strains

(Agnew 2009). For example, most juveniles that commit cr iminal activities is usually due to financial hardships, which

increases the strain too rob, or a commit a breaking. This need to commit these crimes relieves the strain of their

financial hardship or to alleviate their negative emotions through drugs and alcohol.

According to Agnew et al. (2009) There are three types of strains (1) The failure to achieve positive goals. This could be

the result between what one expects and what they achieve, or what they expect an outcome to be as oppose to what

the outco me truly is. (2) The removal of positive stimuli from the juvenile. This could be losing a parent, being rejected

by family or losing a friend. For these juveniles to compensate for these strains, they often lean towards criminal

activities such as robbing , hurting someone or even often killing someone. (3) This pertains to strain as a result of

negative stimuli which could refer to physical abuse, sexual abuse, parental violence or other dangerous conditions

(Agnew, et al. 2009). These negative stimuli oft en promote aggression and negative emotions that leads to criminal

offenses. Agnew’s researched the conditions of ex -offenders after their release resulted in criminal behavior and

delinquency, as well recidivism (Agnew, et al. 2009).

Quantitative Research Design: For this research design a comparative, nonexperimental design consisting of a cross -

sectional survey to determine if there was a relationship between juvenile ex -offenders who was provided mental health

and substance abuse counseling compared to juvenile ex -offenders who was not provided mental health and substance

abuse counseling upon reentry and recidivism.

Quantitative Sampling Strategy: The sampling for this research design will be male juvenile ex -offenders who were the

age of 13 -17 who was recently released from a juvenile program that had served a minimum of a year and currently on

house arrest or probation.

Quantitative Data Collection Method: Surveys Implementing the Level of Service Inventory (LSI -R) (Andrew & Bonta,

2010). This survey assessment will be implemented by meeting with juvenile ex -offender's face to face.
