Luis, this is a fascinating topic, and I believe it would be a serious and worthy doctoral dissertation and I hope you give yourself the opportunity to do it someday (when you do please let me be on your dissertation committee). But for now, let's see if we can get this situated into a viable action research project that is focused on your leadership practice and your context.

I remember your discussion post and how you talked about working policy issues related to tattoos. What are your direct experiences working with people - are there inherent biases in the system for/against people with tattoos? Do you see this in the workplace, especially in your own workplace? What are the impacts on morale, diversity, employment opportunity, etc. How can you make a positive influence on the situation? The questions you listed as research questions indicate you've witnessed something important here.

Think about a "how can I" question that you could use as a research question to drive your research. Work on your own practice in your own environment. Action research is not designed to come up with solutions at the macro level, but to come up with solutions to improve practice at the individual level that can be shared.

Again, a profoundly interesting overall topic, but we need to get it within the parameters for action research.
