I need someone who can complete the decision assessment sheet based on the case study attached

DECISION ASSESSMENT FOR BROWN COUNTY

The Issue

The main issue facing brown county is how water for the public is utilized in the area to fit the needs of the individuals at an annual utility ration. More focus is based on infrastructure costs for water utilities comprises a large percentage of the public works department’s annual budget.

Measurement of the problem

An operational ratio reflects the average cost of water delivery system service and repair. A higher proportion of fixed costs suggests a rise in operating expenditures compared to sales. The top operating quartile of Brown County is 45%. The AWWA notes that this benchmark shows that water operations are financially efficient. The director of public works also suggested that the utility department paid a fixed rate for water in an attempt to prevent construction and calculations.

Quantitative Approach Used

This case study discusses the potential of water savings at property, household and urban levels. The average drinking water consumption in urban households of industrialized countries could be reduced by approximately one third. By using a secondary water quality, the drinking water demand could even be reducing by 50%. This is achieved through statistical analysis of data obtained from households.

Analysis of the data

Tables 1 and 2 show the trends for the operating ratios by month for 2019 and 2020, respectively. Table 1 […discuss what see by month…do the operating costs comprised less 45% of revenues for all of the months, some of months? What do the data data suggest about improvement or decline in efficiency between certain months in 2019? What happens as you enter the fall and into the winter of 2019?].

Table 2 reveals that in 2020 […what happens to the operating costs as compared to 2019? Do they exceed the AWWA threshold? Do they fall below? What happens between January and April? What happens between May and September and between October and December].

Decision Outcomes and Inquiry of Staff

As a newly director of public works, I can undertake a field visit to pump stations in numerous areas of the county and performed a random water main inspection. On my field visit I could suggest that a contractor be employed, to perform a water inventory and to carry out a cost substitute report. The Director of Public Works also found out that the utility department paid a flat rate for water in order to prevent installation and reading meters (all customers pay the same amount each month regardless of quantity of service used). This can all be achieved by used of automatic meters to read the data required equally.
