Thesis: Whilst Louisiana in comparison to the national average does not have a high unemployment rate internally there are still many communities facing higher unemployment rates on a state level. For instance, East Carroll Parish in Louisiana has the highest unemployment rate at 13.8%, significantly higher than East Baton Rouge Parish's 4.2%. This is mostly attributed to the limited job opportunities available, and a significant amount of the population living below the poverty level. Due to East Carroll Parish’s smaller population and its citizens heavily relying on seasonal industries like agriculture, they are at a vast disadvantage with limited diversity of industries and job opportunities available

Abbasov, Ramil. " Strategies for Reducing Unemployment in State and Nationally." Modern Diplomacy, 28 December 2024, https://www.moderndiplomacy.eu.com. Accessed 26 April 2025.

This article recommends two primary policy interventions to mitigate unemployment Expanding job retraining programs is the advised course of action based on practicality and potential for long-term effect, as it offers a flexible response to labor market changes. The continuously high unemployment rate draws attention to structural as well as urgent problems in the labor market. Main causes of unemployment consist of structural shifts in key industries particularly in industries like manufacturing and retail, rapid technical improvements and the move toward automation have replaced millions of labor. Thanks to digital transformation and automation, McKinsey & Company projects that up to 375 million employees globally would need to move into new positions by 2030. Secondly, the Underfunded current initiatives lack thorough planning to meet local economic needs. Many employees, especially in rural or low-income communities, lack access to focused retraining programs, which inhibits their capacity to get jobs in expanding industries such as technology, healthcare, and green energy. This article will help me in my advocacy efforts to highlight the conflicts causing the unemployment rate in Carroll Parish to remain higher than other parishes in Louisiana, but also aid in my proposal to remedy these problems.

The article "Unemployment rate inches up during 2023, labor force participation rises" provides data on the U.S. labor market in 2023. The unemployment rate increased slightly in the second half of the year, but remained below 4 percent throughout the year. The labor force participationrate increased, particularly among women and people of prime working age. Unemployment rates varied by gender, race, education, and age. The article also discusses changes in labor force status, employment by occupational group, and telework rates. Overall, the labor market remained strong in 2023. Utilizing the research from credible sources I can also provide tangible evidence of the impacts of unemployment on specific demographics on a local scale. The article also sets up my counter argument and illustrates the potential of the labor force’s productivity increasing employment and helping citizens who struggle to find work.

Brandofino, Stephen. "Why Supporting Local Businesses In Your Community Is Vital." GovPilot, 2025. https://www.govpilot.com. Accessed 26 April 2025.

This article stresses the importance of local businesses to communities and small economies it asserts that local governments understand the uimportance of supporting local businesses because they undoubtedly provide so much to local communities. This article also ask the important questions to make the reader think of the importance of supporting local business with questions like "what does supporting local entrepreneurs in your community really entail?" and "What are the best ways to support local businesses when budgets are tight and schedules are busy?" Local governments have much influence over the success or failure of local businesses and should do all they can to ensure these businesses prosper, not only for their own benefit but the benefit of the entire community. Local government officials often face challenges in supporting small, local businesses when they are unsure how to make the greatest impact. This article will aid in my efforts to persuade local leaders to strengthen their support and aid to local businesses to provide more jobs and bring more revenue to Carroll Parish to not only remedy unemployment temporarily, but to create a steady increase in the local economy.

Cohen, Phil. "Small Businesses or Big Businesses: Which Really Creates the Most Jobs?."Factor Finders, 2025. https://www.factorfinders.com. Accessed 26 April 2025.

This article explains the challenges for small businesses and how those challenges contribute to unemployment. The article goes into detail explaining how Small businesses are currently facing a multitude of challenges when it comes to attracting qualified workers. Despite an increase in optimism, hiring activity has remained stagnant with a growth rate of only 0.01 per company in December, according to the National Federation of Independent Business (NFIB). The primary obstacle seems to be the historically tight labor market, as stated by NFIB economist Bill Dunkelberg.

One major challenge for small business owners is the limited pool of qualified applicants. The lack of skilled individuals available for hire makes it exceedingly difficult for these businesses to find the right candidates who possess the necessary expertise and experience. This scarcity forces small business owners to compete with larger companies that have greater resources and more attractive compensation packages.

Furthermore, the tight labor market places financial pressure on small business owners. Many of them are hesitant to raise prices on consumers, which restricts their ability to increase wages and compete effectively for qualified applicants. This inability to offer higher compensation packages makes it even harder for small businesses to attract and retain talented individuals, as they may opt for positions in larger organizations that can offer better remuneration. This article will be a key component to bringing awareness to the effects of not having accessible training programs and active participation programs to encourage small business owners to grow. The article will support my proposal and my ideologies to give incentives to increase entrepreneurial growth in Carroll Parish.

Heimberger, Philipp. " What is Structural about Unemployment in OECD countries.” Review of Social Economy, vol.79 no.2, 21 June, p380-412.Online Library.https://research.ebsco.com. Accessed 26 April 2025.

The article sets out to study the actual econometric determinants of structural unemployment by examining a data set for 23 OECD countries over 28 years. The results suggest that standard institutional labor market indicators like employment protection legislation, trade union density, tax wedge, and minimum wages underperform in explaining measures of structural unemployment. The idea that macroeconomic factors more specifically capital accumulation in the long run are the essential determinants. Utilizing this article, I can illustrate how the labor market institutions are the heart of increased structural unemployment in OECD economies, and understand the role that researchers and policy-makers play in unemployment by not focusing on macroeconomic factors and capital accumulation. Furthermore, this will strengthen my concluding argument and illustrate the importance that fixing unemployment on a local scale has on the country as a whole.
