Currently human resource management literature argues that it is more important for an organization to invest in developing existing employees through training, education, and staff development than to invest in offering a competitive salary to attract a better applicant pool for new hires. Students need to discuss and make a decisive judgment about this argument, and also address when an organization needs training programs for their employees.
Students need to know at least three motivation theories and discuss the pros and cons of each theory when it is applied to the public sector human resource management. Also, students need to suggest motivation tools for public workers during the current economic recession.
Students need to explain the benefits and costs of whistleblowing for the organization and society, address potential constraints on whistleblowing, and discuss how government can motivate government employees to blow the whistle.
Students need to discuss how Diversity Management is different from Affirmative Action (AA) and Equal Employment Opportunity (EEO). Also, students need to address dilemmas of current EEO and AA policies and discuss how Diversity Management can overcome these dilemmas.
