1 PMC 610 – Project Planning and Estimating Weeks 1, 2, 3 Project Initiation Project management is one of the fastest growing disciplines. The nature of the activities of project management (PM) is such that PM is needed in almost all industries. Methodical management of projects will have a direct impact on the enterprise’s oper ational efficiency. Projects are the instruments by which enterprises develop new products, enhanced capability, and higher profit. A project becomes an entity by virtue of an internal directive, or by virtue of a contract from a funding organization. Typically, projects are deliverable -based, in that the implementation team will deliver a physical or meta -physical entity to the client once the project is completed. Alternately, the project might be service - oriented, in that the performing organizatio n will engage some of its staff toward the ongoing missions of the client organization. The foundation for managing the project is developed during the initiation phase of the project. The project charter is the document that highlights the very first set of rough and tentative project plans. The charter will be used to authorize the most promising projects from among many potential projects. Once the project is authorized, the project implementation team will take the project through the phases of the pr oject. Those phases, as identified in the Project Management Body of Knowledge (PMBoK 2013) , are initiating, planning, execution, monitoring and control , and closing . Student Profile Board Locate the “Student Profile Board” under the c lass -wide Discussion Board; post a personal profile telling your classmates, and the professor, about yourself. Starting from the 2 nd week, we will have team assignment for each week. Each team should use the ir “team” within Blackboard and Collaborate Ultra tool to work on your team assignments. A team assignment should be treated li ke a project in and of itself. Each assignment has a set of specifications and a delivery date. The team should review the assignment specifications, plan the various components of the deliverable, estimate the effort needed to craft each component, assign each component to the appropr iate team member, and schedule that component in concert with the other components of the deliverable of the assignment. Team Assignment 2 T- Develop a Charte r for the Golf Tournament Project You work for Vandelay Industries, Inc., a global consulting firm. Your team has been asked to develop a project charter for Vandelay’s sponsorship of an upcoming Q -School golf tournament that will be held in Asheville, NC at the Grove Park Inn. You are expecting around 90,000 spectators and 35 golfers . Given that project planning is an iterative process, the charter elements and estimates don’t have to be very accurate on the first iteration. However, the charter must be structured so that future enhancements of the plan, and updates to the values, can be made with ease. HINT: Use the attached Web.com Tournament Operations Guide found in the learning module to help familiarize yourself with the Q -School golf tournament. Develop a charter for this project, and address the following information:  The str ategic objectives (4+) of the project [ Why ]  Attributes of project:  The deliverables (5+ components) [What deliverables comprise the project] - Examples include: Vendor Coordination, Tournament Media, Advertisement, Venue, Game Administration, etc.  Con ceptual cost estimates (of the 5+ components) [ How much]  Duration of the project  Seven+ major milestones of the project planning [ When]  Assumptions on any aspect of the project [15+]  Constraints for: o Cost (5+) o Schedule (5+) o Resources (5+)  It is OK to have more/less constraints/assumptions than what is listed above. Make sure that the two lists stay separate  Risks for any element of the project. Under this heading, list all those disruptive events that could happen. Remember that this project includes bo th the preparation for, and the execution of, the golf tournament. Preparation for the event is part of the project. Be sure that you differentiate between strategic objectives from the deliverable description . The deliverable statement should describe the scope, components, and modules, of the deliverable. Constraints and assumptions should be distinct from each other:  Assumptions include facilitative actions of other teams and influences toward this project.  Constraints highlight the limitations pla ced on the team, usually by the client.  Risks are not constraints (even though if risks materialize, they become constraints). Constraints are pre -existing to the project start. Keep in mind that the comprehensiveness, quality, and polish , of a team assignment are expected to be many times that of an individual assignment. Individual Assignment 3I Select a Project  You have been asked by the CEO of Vandelay Industries, Inc. (Art Vandelay ) to provide a report containing a prioritized list of a few projects in order to determine which project to fund first. Brief descriptions of the projects are given in a file named Project Selection.  Project portfolio management is an iterative process. If there is a piece of information you think is critical to making an informed decision on a selection , it can be considered as a justification for analysis (and should be noted in your eventual report).  As for the technique to use in prioritization of th e projects : o Projects ar e prioritized on the basis of project attributes and organizational objectives o Create a model or schema for the prioritization of these projects. You may select whatever attributes you deem to be appropriate in order to develop your model. Provide a short description and justification of each attribute. o You may consider all of the attributes to be of equal importance, or you may assign different weights to the attributes that you have selected. Justify your decisions.  Your no m ore than 2 page report to Vandelay senior management should include : o A detailed description of the model/schema that you used in prioritizing the projects o A single numeric score for each project, as determined by your model o A prioritized list of the projects based on their respective numeric scores o Use tables or other formatting techniques to present your data concisely o Post your report to the 3I dropbox. b.
