Deliverables ................................ ................................ ................................ ................................ ................... 6 Title: Babel Control Module BCM -002 SOW : Scope of W Ork Rec ord Filing No: Re visi on : D-1024 -0001 2.0 Page 4 of 6 1 Background The Babel Control Module 002 (BCM -002) project will be an industrial control board to serve as a communication bridge between the older LCM -1020 system designed by Apex Corporation and the standard Industrial Control Scheme version 4 (ICS4). Because of the closure of Apex Corpor ation in early 2014 and the fact that the LCM -1020 device uses the proprietary APEX industrial control scheme , it is not currently possible to obtain suitable replacements or upgrades for LCM -1020 modules. T he Dr. Bruce Consortium (henceforth referred to as the Client ) is without support for its estimated 15,000 LCM -1020 series controllers currently in the field. While the long term strategy of the Client is to phase out the LCM -1020 series controllers, replacement is a costly option. Instead, an alterna tive for extending the life of the LCM -1020 series controllers is desired. 2 Scope The purpose of this document is to outline the Babel Control Module 002 (BCM -002) project which will provide a communications bridge between the LCM -1020 modules and more m odern equipment that uses the ICS4 protocol. To that end, WISH will decode the APEX scheme, impellent an APEX to ICS4 conversion routine on a board with the same form factor as an LCM -1020 module, and provide the appropriate layouts and schedule drawings for use in manufacture of the new BCM - 002 modules. WISH will also produce a number of prototype modules necessary for compliance testing and certification. It will be the responsibility of the Client to provide WISH with three workable LCM -1020 devices f or use during the design phase. WISH is not responsible for the manufacture of BCM -002 devices, aside from the prototypes listed above. WISH will not be delivering any physical hardware to the Client . Once the Product Specification Document (PSD) is co mplete and the project budget agreed upon, any changes to project scope will require a verif ied change order which may require an associated budgetary adjustment . Tasks The followi ng sections describe the major packages of the scope of “W ork ” associated with this project. All Work associated with this project will be conducted on a time and materials basis in accordance with standard rate structures as previously agreed between WISH and the C lient. 3.1 APEX Protocol Because the APEX communication protocol was proprietary to APEX and is not currently available, WISH will reverse engineer the protocol using analysis tools and LCM -1020 modules supplied by the Client . This milestone is expected to t ake approximately six (6) months and require the dedicated work of two software engineers. 3.2 BCM -002 Software Design Once the APEX protocol is understood, WISH will work to produce a translation program to interface the APEX and ICS4 protocols across the BCM -002. This milestone is expected to require a team of three (3) software engineers and approximately two (2) months of effort. 3.3 BCM -002 Hardware Design Once the basic parameters of the software have been established, WISH will begin work on the hardw are to support it. This is expected to require a team of two (2) hardware engineers and approximately three (3) months of effort ( partially in parallel with software design). 3.4 Prototype Production Once hardware and software designs are complete, WISH will create manufacturing documents and product acceptance test plans. These will them be used to obtain prototype BCM -002 devices from a subcontractor. This is expected to require an additional $15,000 (not-to-exceed) for separate subcontractor expenses to the Client and two (2) weeks of time from a hardware and software engineer. This milestone should take approximately one (1) month to complete. Title: Babel Control Module BCM -002 SOW : Scope of W Ork Rec ord Filing No: Re visi on : D-1024 -0001 2.0 Page 6 of 6 3.5 Compliance Testing Once prototype boards have been confirmed functional, WISH will use the boards to obtain compliance certification from Underwriters Laboratory for electrical safety and from ODVA for Ethernet security compliance. This certification will require approximately three (3) months to obtain at a separate expense cost to the Client not -to-exceed of $20,000. 3.6 SOW Development Reviews and Limitations WISH will provide a final rev iew prior to the issuance of any statement of completion of all development and submit a written report to the Client. A final project closeout meeting will be held with WISH staff, the Client, and any applicable subcontractors of which a report of complet ion and final project certification will be furnished for written acceptance of the Work. The milestone schedules specified above are based on estimates only for the scope of W ork conducted, and flexibility for payment of fees should be allowed between W ork items provided that the total amount for services is not exceeded. No modification, amendment, or waiver of any of the provisions of this project scope shall be effective unless in writing specifically referring hereto, and signed by both the Client and W ISH. If compliance certifications cannot be obtained for any reason beyond the capability or control of W ISH, the Client and W ISH agree to negotiate a settlement as permitted by Law, but all other deliverables as specified below will be due and payable in full. 4. Deliverables WISH will provide to the Client the following ite ms to meet the intended project scope and W ork:  A functional analysis of the APEX protocol ;  Source code for a APEX to ICS4 translation program ;  Manufacturing documents for the BCM -002 module ; and  Compliance certifications for electrical safety and Ethernet security .
