Scenario
Assume that you have been newly assigned the role of health and safety representative for the workplace- a high-end market restaurant with three managers, 5 chefs, 3 junior chefs, 2 admin staff, 12 wait staff. You have just received the findings from a recently completed Work Health and Safety investigation audit from the General Manager.
The Manager identified the following findings from a recent health and safety investigation audit.
workers are unsure of the health and safety legislation and codes of practice that relate to them
workers have not received training in the organisation’s health and safety policies, procedures and programs
there is no mechanism to inform workers of hazards (and their assessment) that have been identified in their work area
there was little communication back to workers if consultation about health and safety issues did occur
a health and safety training needs analysis has not been conducted for two years
there are some pressing health and safety information gaps that can be addressed by training
management are reluctant to approve health and safety training as they fear it will cost too much
the workplace hazard assessment has not been updated for the last six months
there is one hazard (tables placed in the walkway) that were identified in the last hazard assessment that have not been actioned
there is no procedure in place to use data to identify risks, control those risks, or monitor outcomes of reported inadequacies
management are unsure of what health and safety records must be kept or how to fill them out

Prepare WHS Action Report with outcomes of WHS consultation
Assume that during a recent WHS consultation meeting, one of the employee, Julie (one of the admin staff), raised concerns about the setup of the workstations at the front office. Julie felt that the desk was too low and that this was causing discomfort and the chairs were not ergonomically designed. Some other staff also agreed. Thomas, one of the chefs, raised concern about the wiring of the some of the equipment and lack of testing and tagging, as well as the poor lighting in the storage area. |

Prepare training needs analysis chart
One of the issues identified in the WHS audit findings was the lack of training in WHS matters. Specifically, the following were the issues identified relating to training:
health and safety training needs analysis has not been conducted for two years
there are some pressing health and safety information gaps that can be addressed by training
management are reluctant to approve health and safety training as they fear it will cost too much. However, the management is happy to allocate a $1500 budget on WHS training per year.
Following information relating to the current training issues at workplace as was provided to you to consider.
As you have been promoted to the position of WHS Representative, the Owner wanted you to complete a Health and Safety Representative NSW short course.
Julie, the admin officer, is very interested in first aid training as currently there is no first aider in the office.
All Senior Management Consultants require training on WHS matters to fill the knowledge gap. So, WHS for Managers may be the suitable training for them.
The Owner also felt that it is necessary for all staff to be trained on fatigue management as some staff members seem to be working too much resulting in stress and fatigue.
As the WHS representative, it is your responsibility to identify WHS training needs according to organisational requirements and WHS legislative and regulatory requirements and make arrangements to meet WHS training needs of team members.
Conduct research on the internet to find suitable WHS training providers and complete the Training Needs Analysis Chart (Appendix 7).
When finding the providers, be mindful of the costs as it was identified in the WHS audit findings that management is very reluctant to spend money on training. So, the training options should take into account of the budget allocated for WHS training.
You may wish to conduct some training (e.g. fatigue management) as way to provide workplace learning opportunities and coaching and mentoring assistance to facilitate team and individual achievement of identified WHS training needs. So, when developing the Training Needs Analysis Chart, please keep this in mind and include internal training for fatigue management training.
