The Texas state legislature should meet annually instead of biennially, for a myriad of reasons. As the population of Texas starts growing and new challenges arise, an annual meeting would address that among other issues such as oversight, legislation review, and traditional budget review. More frequent meetings would also mean for more order and continuity to further effectively pass new legislation that would be beneficial to our challenging times. The website Reporting Texas stated that if legislature had met during Hurricane Harvey in August 2017, swift action could have been taken to mitigate the damage it had caused. We have paid and elected legislators creating laws that would be beneficial to our behalf, so I am in support of having them meet more often to suggest the best course of action for the entire state of Texas.

“It’s just something that doesn’t work well,” said state Rep. Richard Peña Raymond (Links to an external site.), D-Laredo, who wants to change the state Constitution to force the Legislature to meet yearly. If biennial budgeting was a good idea, he added, “other governments would be doing it — cities, counties, schools. And they don’t.” (“Biennial Blues”, Texas Tribune)
I agree with Representative Richard Pena on the matter of annual meetings for the Texas State Legislature. This state is to big to expect decisions being made every other year to able to keep things in order. Texas is growing rapidly. There are always Pro and Cons to every decision we make and this one is no different. However annual sessions allow for administrative accountability for legislative policies to be easily enforced.
