Legislation – You propose legislation requiring all ballast-bearing vessels to treat their ballast water before entering so that any zebra mussels are destroyed. Considerations - What is the effect of any treatment on other organisms when ballast is ejected in the Great Lakes waterways? What possible effects might there be to the biological communities in the ocean? What is the cost? How practical is this? How effective might this be?
