You are an action officer in your local jurisdiction’s Office of Homeland Security. This is a recently created office. As a medium-size jurisdiction, the city manager’s office has dual-responsibilities in many of the leadership and management positions. This is often referred to as being dual-hatted. The chief of police has been assigned as the director of the Office of Homeland Security for the city. She has no prior experience or knowledge of the legal basis of homeland security and has asked you to provide a formal information report on the topic. The chief intends to share this report with other office managers, city department heads, the city manager, and the elected officials of the city (mayor and city council). 

Information Paper

Develop an information paper from one of the following: USA Patriot Act; Homeland Security Act; Intelligence Reform Act; Implementing Recommendations of the 9-11 Commission Act, and the Transportation Security Act. 

Identify at least 2 areas that are publicly controversial. 

Establish a position of support or nonsupport of the area under consideration. 

Reference all source material and citations using APA 6th edition.

2. The Department of Homeland Security (DHS)

Conduct an analysis of the DHS headquarters directorate and operating agencies. 

Select 2 of these agencies or directorates. Identify potential areas of cross jurisdiction or mission area overlap. In the analysis, present a summary of why or why not these overlaps are conflicting, contradictive, or nonsupportive of the DHS missions.

3. The Department of Homeland Security (DHS)  IP

Develop an information paper that identifies an agency or directorate of the DHS. The information should include a discussion of jurisdiction or responsibility and a summation (executive summary) of the agency or directorate’s most recent strategic plan.

Identify the agency or directorate's legal missions, and from the reviewed strategic plan, identify the top 5 missions, goals, objectives, and metrics and conduct an analysis of how these mission areas address the threats or challenges indicated in the plan. 

Recommend agency or directorate program priorities among the current set of goals, objectives, and metrics. 

Justification of all choices is an essential element of this assignment.

Your report is an information paper and should be formatted as such. The report should address the following items:

Identify the agency or directorate’s legal missions. 

Identify the top 5 missions, goals, objectives, and metrics. 

Conduct an analysis of how these mission areas address the threats or challenges indicated in the plan.
