In Broward County, the model that is used to measure or evaluate teachers is the Marzano Teacher Evaluation Model. This model was developed to measure instructional effectiveness as well as push improvement toward better standard-based instruction (Carbaugh, Marzano, & Toth, 2017). This model is designed to focus on four domains: Standards-based planning, standards-based instruction, conditions for learning, and professional responsibilities (Carbaugh, Marzano, & Toth, 2017). These four domains are broken into are broken down into 23 essential behaviors to measure the teacher’s effectiveness. Each behavior is ranked on a performance scale which has five levels of proficiency: Not Using (0), Beginning (1), Applying (3), and Innovating (4) (Carbaugh, Marzano, & Toth, 2017).
This type of evaluation when it was first implemented was very contentious because there was not a baseline for what was being evaluated. Meaning that four administrators could observe the same teacher doing the same thing and those four administrators will have four different evaluations. When the evaluations are subjective, there is no way to effectively prepare for them or teach in a fashion that can be deemed universally effective. Evaluations should never be like this because that gives administration power of the teacher’s performance evaluations regardless of how well they preform because it is based on the whim of administrator. Evaluations should be based on the ability of the teacher to perform in agreed upon instructional based criteria (Sawchuk, 2015).
