Good afternoon ANGEL,

Thanks so much for the post.  You wrote, " The strategy also provides for a leverage technology that can efficiently detect, interdict and infer intent to small vessels when a security threat is sensed by the maritime port authorities and enhancement of cooperation on a global scale" When you use the word "technology" what are you thinking here?

The SMART Port Security Legislation. H.R. 4251 authorize, enhance, and reform certain port security programs through increased efficiency and risk-based coordination within the Department of Homeland Security and other law enforcement agencies to include international entities. We are going to discuss some of the enhancements to include. Small vessel threat analysis, U.S. Customs and Border Protection workforce plan, Strategic plan to enhance the security of the international supply Chain, Recognition of other countries’ trusted shipper programs, (Committee on Homeland Security, 2012)

The Small vessel threat analysis. The Secretary of DHS was given one year to have a report on the vulnerability and consequences of a terrorist act using a small vessel against U.S. vessels, ports or maritime interests. U.S. Customs and Border Protection workforce plan. The Secretary of DHS was given a year to have a staffing plan for Customs and Border Protection that would cover any and all missions the CBP agents are called to do. Strategic plan to enhance the security of the international supply Chain is to do an assessment to see if there are any gaps or overlapping redundancy that need to be addressed in the security of the International supply chain. Recognition of other countries’ trusted shipper programs, this part of the law states that you have to have recognition of the countries trusted shippers program 30 days out and again another 30 days before signing an agreement with the country. (Committee on Homeland Security, 2012).

 The SAFE Port Act will strengthen physical security at the ports and will use technology to help with security. The technology will be used to look inside containers for hazardous material without having to open the container. The technology will also be used by adding 22 radiation detectors at the busiest ports. The act codifies the container security initiative that has agents in overseas ports the agents scan the containers before they leave for the United States. The act also puts into law that if there is an attack that the DHS will expedite the reopening of the waterways and reestablish trade. (the White House,2006)
