Using your thesis statement and research, present the problem that needs to be addressed with your proposed solution. Note: Your solution, advantages, and challenges, will be in Parts 2 and 3. You are only detailing the problem and making sure the reader thoroughly understands the need to read the next two (2) parts of your paper.
Write a three to four (3-4) page draft in which you:
1. Provide an appropriate title and an interesting opening paragraph to appeal to your stated audience (appeal with logic, ethics, or emotion).
2. Include a defensible, relevant thesis statement in the first paragraph. (Revised from instructor feedback on Assignment 1.)
3. Describe the history and status of the issue and provide an overview of the problem(s) that need to be addressed. You should break the issue down into multiple parts (called “problems” for this assignment). For example, if you were writing about jaywalking in a busy city, some of the problems associated could be (1) the lack of available crosswalks, (2) issues with technology like Walk/Don’t Walk signs and mobile phones, and (3) people’s disregard of established laws due to a sense of self-importance. There are several other problems that could be associated with this issue, but those are some ideas. This section should be one or two (1-2) paragraphs.

Should all States require Motorcyclists and Passengers to wear Helmets?
The law about wearing helmets is controversial in the U.S because some states have adopted the law while other states still put limits on ages. Traveling in a car is much safer even if a passenger may not wear a seat belt but motorcyclists are at greater danger as compared to the drivers of cars. The reason for choosing this topic to explain the dangers motorcyclists are exposed if they are not wearing a helmet. The second reason explains the benefits associated with adopting universal helmets law. Motorcyclists are at greater risks of falling victims in accidents if the universal helmets laws requiring motorcyclists to wear helmets regardless of age or personal status is not enacted.
This research essay emphasizes the need to implements a law that cut across all states requiring motorcyclists to wear a helmet. Healthy safety is not a function of states or Congress alone, but it requires inputs from the different stakeholder. Politician usually represents people view and opinion and that why most of the states are reluctant in ensuring wearing helmets is mandatory's to a motorcyclist. The better mitigation measures of reducing motorcyclist accidents are by ensuring all motorcyclist wear helmets at all times while in official duties, having fun or in a cycling race. The young people below 18 years are the one required as per the laws of states in the U.S to wear helmets.
Politician enacts some laws that help in protecting people from a road accident, for example, the law enacted by every state which requires motors passengers to wear seatbelts. Psychologically, people require a life's which is less regulated but this lives puts more American lives at risk. Motorcyclists more so those in adulthood requires having freedom in all areas. A politician, on the other hand, implements choosy laws targeting to please the aged or youth who are more likely not to wear helmets. Politician values their position in the society than how they value people’s lives. The decisions implemented by politicians are illogical in some ways because all people whether young or old may be affected in the same way if involved in accidents.
Therefore the mandatory’s regulations that require teens below 18 years of ages to wear helmets are selective and not realistic. Police personnel is not able to stop motorcyclists if he or she is not wearing helmets because doing so requires him or her to have other evidence that would warrant him to stop motorcyclists. The motorcyclist advocacy group has succeeded in repealing the helmets laws whenever the law is passed. This situation puts the government in an ethical dilemma on whether to protect the public citizens from their own choices that result in needless mobility and suffering. Besides, other countries in Europe have adopted universal helmets laws that require motorists to wear helmets; therefore, the United States has few choices to make on the same issues.
Therefore, the country has to adopt policies that meet international standards. The paper scope will help in outlining emerging issues in the road and safety. The merging issues in one way or the other will help in addressing motorcyclist’s issues and proposing better regulation which will not curtain their freedom but will ensure they are safe. Moreover, the assignments will contain procedure of lobbying for new regulation regarding motorcyclists. The question which needs to be answered by the Motorcyclists activists is whether they value human safety over liberties. The motorcyclists should also answer a question relating to whether they consider financial burden and cost they expose their families if they get involved in an accident.
The politician should explain their plans regarding the safety of motorcyclists and what measure they plan to put in place. The answers to this question can only be found through interviewing some of the audiences through using open questionnaires, study methods and sampling the results. Written articles will provide substantial knowledge that can be applied. The road and safety rules should be used in this research. There are three sources that will be used in this research. Jacob, (2005) wrote an article about motorcycle helmets laws and regulation.
The article explores why U.S states require adults to wear seat belts, but most do not require them to wear motorcycle helmets. This article will help in shading some light regarding the issues of helmets. The second articles written by Jones, Marion Moser, (2007), discusses motorcycles helmets, laws and regulation relating to public health, United States safety measures and unites states legislation, libertarianism, the federal government, medical policy and other issues. Finally, the articles authored by Homer and French, (2009), emphasizes for helmets legislation requiring motorcyclists riders of all ages to wear helmets. The articles suggest that the best way to reduce motorcycle fatalities and serious injuries is by adopting universal helmets legislation.
