THIS IS ASSIGNMENT 2 BELOW

Introduction

The application of computer as well as information technology happens to be amongst the key things that are needed for purposes of improving the efficiency as well as the performance of hospitals. The application of this system generally leads to an increase in the speed of gathering the historical information of the patients (Foster, 2010). Additionally, the application of these techniques also assists the organizations to perfectly organize as well as to store the patients’ data in a way that it can be easily traced. Importantly, the ability of the technology to restrict access to some very important patient and organization data like by employing the use of passwords and encryption makes sure that the organizational information does not get into the wrong hands as it is always accessed only by the authorized personnel (Phair, & Rubin, 2012). As such, this specific paper will try to give an analysis of the role of health officers in making sure that there is efficiency in the health care Information Technology system.

Define the fundamental responsibilities and key characteristics of the Chief Information Officer (CIO) and Chief Technology Officer (CTO) within health care organizations.

In summary, a chief information officer refers to that individual who happens to be given the responsibility of overseeing the development as well as the progression of information technology in a given health care setting. Again, it is important to note that  one of the main responsibilities of a CIO is that of making sure that the healthcare officers are significantly involved in the process of using and improving the information technology infrastructure on their organizational setting (Foster, 2010). Additionally, the CIO is also required to develop different roles as well as develop the knowledge that could be used for information system amongst all the people in a given healthcare setting.

It is also important to note that the main role of the CTO is always to remain updated on the emerging technologies as well as to make important evaluations on how useful these systems may be in the healthcare organizations where they work (Phair, & Rubin, 2012). Additionally, a CTO also happens to be involved in making the technologies standards evaluations as well as making sure that the IT managers in the organization work effectively by supervising them. Again, they are also required to make an evaluation of the various managerial skills like the return on investment when trying to determine those projects that should be implemented by the healthcare organization where they work in (Foster, 2010).

Make one (1) recommendation where they can utilize their expertise to assist with employee and patient satisfaction. Support your response with related examples of such expertise in use.

The key role of these two officers in the healthcare setting is always to make sure that there is efficiency as well as a notable ease in the application of information technology infrastructure in a given healthcare organization. Additionally, the CTO as well as the CIO are always expected to make sure that all workers in an organization can effectively apply the available It infrastructure in the hospital with a lot of easiness. Commonly, the two officers are supposed to make sure that the healthcare employees are trained well in the use of available hospital information technology system. Importantly, these officers are supposed to make the right arrangements for training the employees by organizing seminars and workshops in the organization (Rothfeder, & Driscoll, 2013). Again, they may go an extra mile to create chat boxes in the healthcare organization websites that will make it for the user support officer to have a direct chat and help any customer who may having difficulties when using the healthcare websites.

Suggest two (2) developing technologies that health care systems should use in order to improve health care processes and thus increase the quality and lower the cost of health services. Provide a rationale to support your response.

There are technologies that have been introduced in the world that are making people to live long and healthcare facilities to improve the way in which they handle issues in the sector. technologies today are moving towards being more preventive that curative. Some of the health technologies that healthcare systems should adopt for purposes of improving their services include adopting the Electronic Medical Records (EMR) that was purposely developed for purposes of improving the satisfaction of the patients as well as decreasing wait times and easing access for patients as well as lowering the cost while transitioning from free-for-service system that ends up accumulating some unwanted costs to the patients (Foster, 2010).  The other technology that should be adopted is the Personal Health Record that happens to be an electronic record of health-related information on that individual who conforms to the nationally recognized interoperability standards as well as that can be drawn from different sources under the right management (Robb, 2009).

Determine two (2) significant methods that health care systems should use in order to prevent misuse of information and protect data privacy and thus achieve a high level of security of health information. Provide a rationale to support your response.

One of the most important things to note is that, the Health Insurance Portability and Accountability Act of 1996 (HIPPA) develops rules that make sure that the available health information is protected effectively. Generally, a health officer is expected to safeguard all the private information given by the patient to the organization (Robb, 2009). Additionally, the Act also requires the providers to ensure that there are administrative, physical, and technical parameters that are put in place for purposes of protecting the given information. As such, some of the strategies that should be applied for purposes of protecting the available health information include employing the use of passwords and PINs to restrict unauthorized individuals from accessing the available health information as well as making sure that the data available is encrypted and cannot be accessed without being decrypted (Foster, 2010).

The other methods that could be applied is that of carrying out audit trails in the organization that will entail the proves of leaving records of the persons who have accessed any form of information in the healthcare facilities. The application of this method happens to be a disincentive to those individuals who may attempt to illegally penetrate the organization and access the available information. The method makes it easy to know those who accessed the system legally and illegally (Sambamurthy, & Zmud, 2009).

In this, it is important to note that access controls happen to be amongst the most effective and easy ways of controlling private information in any healthcare facility. As such, a good number of the healthcare officers are expected and supposed to have passwords for their computers. Additionally, every single time when an individual logs in to the hospitals Information Technology System, they are expected to use their passwords or PINs in accessing the system. Additionally, the Information Technology officers may also be in a position to monitor the activities that are carried out by the healthcare officers. The officers also get to have the opportunity to track all the activities being carried out by the healthcare officers (Foster, 2010). Generally, the method will make sure that all the activities being carried in the facility are traced effectively and appropriately. Employees are advised not to share passwords as the act would generally compromise the systems efficiency (Robb, 2009).

Additionally, encrypting the data also happens to be amongst the most effective methods that could be applied in the process of protecting the system from hackers. Evidently, the right backup should be employed in the facilities for purposes of making sure that the information will be accessed and available for only those who are authorized (Ross, Beath, & Goodhue, 2012). Encrypting hospital information will generally protect the organization from all hackers who may try to penetrate and access information illegally and using the tapped information for their personal benefits.

Suggest one (1) strategy for health care organizations to train providers in using technology in health care. Provide a rationale to support your response

Commonly, training strategies refers to those specific methods that are applied by different healthcare providers in trying to impart some knowledge to their workers. In this, it is important to note that the management should be all means try to make use of the most efficient and effective method in training its employees. It should also be known that training happens to be very important during the introduction of new technologies in an organization (Robb, 2009). As such, one of the most effective strategies that could be used by healthcare organizations for purposes of training its employees on the use of technology in the healthcare sector would be that of starting by introducing the employees to the new technology as well as defining what the technology will be before its introduction in the organization (Ross, Beath, & Goodhue, 2012).

In this, the organization knows very well that it is always wiser for an individual to first get familiar with the technology being introduced before it is long introduced into the organization (Rothfeder, & Driscoll, 2013). What follows after this should be making a visual presentation of the technology that is supposed to entail all the characteristic features of the technology as well as the functions of the technology while incorporating a specific stimulation training where the technology being introduced happens to be hands on (Foster, 2010). The employees are then taught on how to use the technology and be taught on where the technology can be employed. The last thing will be to let the employees to interact with the technology on their own while making any inquiries concerning the technology being applied in the organization (Phair, & Rubin, 2012).

Provide three (3) best practices for effective IT alignment and strategic planning initiatives. Justify your response.

There are a number of best practices for Effective IT Alignment and Strategic Planning initiatives. In this, one of the best practices will entail having all the employees committed which could be done via salary increments and promotions being given to those employees who show commitment in what they are doing. Additionally, it would also be effective if the a performance appraisal was conducted by the management for purposes of increasing their performance. Additionally, it would be effective if the management engaged in the process of retraining its workers as this will continuously make them to improve their performance (Phair, & Rubin, 2012). The fact that technology is changing makes it appropriate for the organization to keep on training their employees from time to time to keep them updated on the available technology in the market.
