Athens in 403 B.

I have an assignment that I am having a hard time with. The assignment is to write a response to Appendix B (p59-72)and Appendix C (p73-102)for "The Treshold of Democracy: Athens in 403 B.c. third edition. I am not really understanding what the subject content is about and need help in writing responses to it.
