 Reagan has been viewed by some as sort of the right man at the right time for the job. This is certainly debatable. We should focus some attention to his counter part in the USSR. Is it fair to say that Gorbachev was the right man at the right time for job? Also, how had the USSR's actions in the previous years effected its ability to function?
