The Dowling Art Museum (DAM) was created by the city and organized as a separate legal entity. The Dowling Art Museum preserves and develops in the public trust a distinguished collection of world art from antiquity to the 20th century. In 1931, the museum's founding benefactor, Henry Dowling, bequeathed the core collection to the City of Raiford "for the benefit of the public." Since its opening, the Dowling has been a national leader in scholarship, conservation, and education.

Mission Statement

The Dowling Art Museum brings art and people together for enjoyment, discovery, and learning. "We strive to make a place where people of every background can be touched by art. We are committed to exhibitions and programs that will strengthen and sustain our community."

In partial fulfillment of its mission statement, the City of Raiford has the right to choose and display any of the Museum's art collection in the Rotunda of the City Hall (assume all art work is protected and insured as it would be if on display at the DAM).

The DAM is governed by a 12-person board appointed for six-year terms. 7 of these persons are appointed by the mayor, subject to city council approval. However, budgeting and financial decisions require a 75% approval by the board. The City does not have the ability to set fees for admissions, art classes, etc. If fact, the City does not have the ability to meddle in the day-to-day operations or management of the museum.
