You stated that in order to understand barriers to initiatioin of improvement changes within a community, you need cooperation on the 'inside'. This is true, as is understanding the current community strengths, weaknesses and needs.  The community members need to be actively involved in bettering the health and structure of their community. This allows them to be held accountable for succcesses and failures, and promotes healthier relationships between community members.  The hope would be that with each successful change or accomplishment, the community would show pride and begin to flourish.
