Is it true that there in no need for concern about a lack of democracy in the EU because the EU is (a) relatively constrained in its exercise of power, (b) accountable to the citizens via national and European Parliament elections, and (c) simply not interesting for most citizens, who therefore voluntarily opt for non-participation?
