While relevant as well, the concerns of his family do take a back seat to the report. Despite the fact that it has been stolen, it is in existence, and when found can cause a lot of damage to those involved. Besides the report offers a clear-cut emotional response, while Harry does not know for 100% certainty what his families reactions will be. While the family is just in their concerns about being uprooted, loss of work, etc., Harry has a true problem in that the report is gone and something needs to be done.

The best way to address Harry's action if he fails to do his moral duty is to look at the third CI formula, which is The Law of Nature Formulation. This formulation states that the person(s) is to "Act as though the maxim of your action were to become by your will a universal law of nature." Summarizing this, Harry's actions, whatever they may be, can create a uniform approach on the part of others in following your lead.

If Harry does in fact do his moral duty, it would comply with The End In Itself Formulation. That being said, these formulation states that a person who, "Act in such a way that you treat humanity, whether in your own person or in any other person, always at the same time as an end, never merely as a means." This reveals a crucial underlying point that human beings come to learn at one step in their lives or another. That is, to branch outside of your inner circle, and really stretch your mind in comprehending how your actions will not only effect those closest to you, but also those who may not be as directly impacted as you think they will be. It is these people in the end who can turn out being more impacted than you had originally thought.

He talks about being conflicted for multiple reasons such as what this report would mean for the company, as well as what would happen to his job and how that would impact his family. Also what it would mean for his friend who was most directly involved with the project in the first place. The narrator is portrayed as someone who is genuinely conflicted about the situation, which he has been put in. On the one hand he has himself and his family to think about.
