In response, the federal government through the treasury and other security department of the U.S. acted accordingly to protect the innocent citizens from any act of terrorist (USA PATRIOT and Terrorism Prevention Reauthorization Act of 2005: U.S. H.R. 3199, Public Law 109-177). The federal government through this Act established a Counterterrorism Fund Department which makes an annual allocation of $200 million each fiscal period to fund the costs incurred by the internal security department. This amount of cash allocation is fixed and should not be limited by the treasury department in any financial year. Sec. 106 of the Act gives the president authority to confiscate property of any person, organization, or country that found to be guilty of planning, organizing, authorizing, aiding, or funding such attacks against the U.S. This task (Title I) gives authority to the Secret Service Department of the U.S security council to put in place a strong national electronic crime task network with the purpose of preventing, investigating and detecting forms of electronic crimes, which includes potential terrorist attacks targeting financial and infrastructural sectors. The PATRIOT Act also included domestic terrorism in defining terrorism. In 2006, president Barrack Obama made several amendments to this Act. The key areas were Electronic Communications Privacy Act of 1986 (ECPA), Foreign Intelligence Surveillance Act of 1978 (FISA), Money Laundering Control Act of 1986, Bank Secrecy Act (BSA), and the Immigration and Nationality Act. TITLE I: ENHANCING DOMESTIC SECURITY AGAIST TERRORISM Sec. 101. Counter-terrorism Fund. This section of the Act outlines the amount of cash that is allocated to the Secretary of Defense through the treasury. The senate and local assembly sitting of 2001 passed into law that in each fiscal period, the department of finance would allocate a minimum of $200 million to finance and reimburse cost incurred by the federal department of finance. Public Law 104-19, 109 Stat. 249 (1995) also states the need to reimburse and refund all the relevant departments for any cost incurred in reestablishing operating capacities destroyed by terrorists, preventing and investigating terrorisms, prosecuting terrorists, and conducting threat assessments posed by terrorists to the federal facilities (Public Law Pub.L., 2001:107-56) Sec. 102. Sense of Congress Condemning Discrimination against Arab And Muslim Americans. Muslim and Arab Americans just, like other Americans have equal rights and should have all the freedom to live in America without any discrimination. Though most American convicted of terrorists attacks are of Muslim or Arabic descent, not all are criminals. In their sitting (2001), the congress emphasizes on equality and justices to all citizens of this noble state. The law protects all Americans from being mistreated or innocently being convicted of crime. The congress legislations outline that civil rights and liberties every American respective of his/her colour, race, origin, religion, or ethnicity be protected.
