Could someone help with their opinion to this statement including a reference

Organizations and governments need to have clear guidance on ethical behaviors, but not only that, they need to ensure the rules are followed to prevent any scandals from happening within their organizations. I would choose the Virtue ethical theory which is based on character or traits, doing the right thing for the right reasons when no one is looking (Lopez, 2012). Some of the guidance that I would include would be to make the project betting neutral, where none of the companies have an advantage over others. Not to accept bribes from any company or government and if this happens to report them to the Justice Department to initiate an investigation. An example of unethical conduct happened in South America by a Brazilian construction company named Odebrecht. For years, this company won big constructions projects in Brazil, Peru, Colombia, Panama, Ecuador and many other countries. They took advantage of the corruption in South America and ensured they bribed their contacts (Faiola, 2018). Odebrecht even had a secret bank account that was made to pay the corrupt acts (Birkett, 2017). Once the scandal was public, some presidents, politicians, businessmen went to prison. There are many investigations still going on in South America due to this scandal.
