The transformer that burned contained PCB Arochlor-1254.The decontamination process involves bringing the aircraft parts to a staging area where they are tagged with a numerical system to prioritize the parts. Using the priority system the parts are moved into a solvent-XW chamber. Several parts may be deconned at any one time. The number of parts deconned is controlled by part size. Four employees apply solvent XW to the part through aspiration guns. All the aspiration guns are fed from the same reservoir of solvent XW which is premixed with xylene. The mixed solvent vapor condenses on the part and drips to a collection pan below. The vapor that is off-gassed into the chamber is collected and reused through feedstock after closed-loop distillation. The liquid from the collection pan is also distilled placed back into the feed stock. The sludge containing concentrated PCB liquid is periodically removed by vacuum truck. From the chamber the part is moved to another chamber where 3 blowers are used to circulate air around the parts and volatilize any residual solvent XW. A blower was replaced at the end of week 8, due to failure. However lost time was minimal since equipment is generally available from a divisional site. The volatilized mix/solvent XW is routed back to feed stock, however they efficiency of collection is only 78% by volume from this point due to system loss. Occasionally, you add xylene to feedstock to keep the correct concentration in the mixture. The parts are then moved to a staging area where they are wipe sampled to ensure PCB removal. The sampling crew collects a hexane wipe using a template, tweezers, and a gauze pad. The sample is placed into a glass jar and taken to an on-site mobile laboratory unit. If a test is positive >10ug/100cm2 , the part is placed back into the degreaser with the next batch. AFB personnel remove a part after confirmation that testing shows the part to be clean. The project is time demanding and the need for airplane parts by the AF has increased due to security concerns. Employees have been working 72 hours/week for the past 8 weeks and several employees were removed from the project last week because of “bad attitudes”.The process has been trouble free, with less than a 2% reject rate. Recently, parts have shown small levels of PCB residual and have been failing the last clean-up test. The problem was first noted at the beginning of week 9 and the reject rate has been approaching 30%. It is the end of the 9th week of the project, and you have been called to investigate the problem.
